Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Janis Research to purchase a Sumitomo closed cycle refrigerator. The Quantum Devices Group requires a 4.2 K cryocooler for incorporation in a metrology system. Any suitable technology e.g. Pulse tube, Stirling cycle, Gifford McMahon is acceptable. Input power may be 1 or 3 phase AC at 120, 208, or 220 V. Maintenance interval on the compressor and coldhead shall be at least 10000 Hrs. Critical specifications are: 1. Cooling power of 1.4 watts or more at 4.2K and 40 W or more at 50 K simultaneously. 2. Operation with an air-cooled compressor. Units requiring liquid cooling are not acceptable. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). Based on market research, the Sumitomo model is the only product that meets our specifications and Janis Research is the authorized U.S. distributor. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
