Description
This is a combined synopsis / solicitation for service being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. NOAA, National Marine Fisheries Service located in Seattle, Washington intends to acquire services to provide summarize science on riparian buffer effectiveness in agricultural lands. Background and Objective The Center provides scientific and technical support to NOAA Fisheries for the management, conservation, and wise use of the Northwest region?s marine and anadromous resources. The objective of this work is to summarize existing science on riparian buffer effectiveness in agricultural lands. The purpose of this synthesis is to guide NOAA staff in evaluating the effectiveness of voluntary riparian conservation efforts on agricultural lands, specific to the interior Columbia River basin. Currently NOAA has no comprehensive summary of buffer effectiveness in non-forest lands and has limited ability to evaluate the salmon recovery potential of small, intensively managed riparian buffers. NOAA staff needs a comprehensive analysis of buffer management scenarios in order to rapidly evaluate the adequacy of multiple proposals. Such a reference is intended to help streamline the review process and economize staff time in both the Regional Office and Science Center. Services Required The contractor will work closely with National Marine Fisheries Service (NMFS) scientists to review effectiveness of agricultural buffers (various widths and vegetation types) for conservation of ecological functions in streams (shading, sediment filtration, nutrient filtration, and pesticide filtration). The review will focus on documenting levels of ecosystem function that can be achieved using buffers typical of the Conservation Reserve Enhancement Program (CREP), comparing to two reference points ? no buffer (the common current condition) and natural vegetation (a recovery planning reference point). Where possible, meta-analysis of published data should be included in the summaries of buffer effectiveness. Overall goal: Report summarizing effectiveness of agricultural buffers for conservation of ecological functions in streams, including comparison to two reference points (no buffer and natural vegetation) and meta-analysis of published data. Report is to include the following sets of buffer conditions and response variables. Buffer conditions Buffer type ? grass, shrubs, trees Buffer width ? include ?no buffer? and ?natural? as end members Stream type ? incised channels and non-incised channels Soil attributes ? porosity and clay content Response variables Temperature/shade Sediment filtration Nutrient filtration Insecticide and herbicide filtration o Group these by crop class? (row crop, orchard, small grains, other) Copies of all articles, reports and manuscripts cited in the report or gathered as part of this contract shall be provided when the report is delivered. Database shall be in a format suitable for importing into the current version of ?Endnote? bibliographic software, and shall include abstracts when readily available. The project PI shall be in regular contact (at least once a month) with the NWFSC?s POC over the course of the project and apprise the POC of progress to date and of any unanticipated difficulties in obtaining the deliverables, or of any needs to change the scope of the deliverables. Deliverables may be modified in consultation with NWFSC point of contact. Period of Performance Deliverables are due by February 15th, 2006.
