Description
This is a combined synopsis / solicitation for service being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. NOAA, National Marine Fisheries Service located in Honolulu, Hawaii intends to acquire service for marine science education program to under-served youth in San Diego, Ca. Objective: To help satisfy gaols of NOAA Environmental literacy, Outreach and Education: a NOAA Cross-Cutting Priority: ?We will establish an environmental literacy program to educate present and future generations about the changing Earth and its processes, to inspire our nation?s youth to pursue scientific careers, and to improve the public?s understanding and appreciation of NOAA?s missions. This program will improve the public?s understanding of the natural environment and human response to natural hazards, will assist state and local natural resources managers, and will ensure that decision makers have access to, and the knowledge to use, the information they need to reduce significant human impacts on the environment and to respond to storm warnings and environmental change.? ? New Priorities for the 21st Century: NOAA?s Strategic Vision, 2003 Project need: The work involved in meeting the NOAA goals would integrate NOAA mandated science objectives into a unique educational program that builds environmental literacy, promotes students of color in the fields of environmental and ocean science, and engenders an ethic of marine stewardship. The work must engage underrepresented high school students through direct participation in NOAA research, as well as elementary and middle school students who should learn about NOAA science through interactions with the high school students and their educators. The ideal location for this work is in San Diego, California. Period of Performance: August 5 - November 1, 2006 Project Needs: The work should involve two components: educational experiences in the San Diego, California area (Phase 1) and encouragement of students to pursue field of marine science through community participation (Phase 2). Phase 1: The work must provide several weeks of study through an after-school and weekend program in marine science and ecology in the San Diego area. The science curriculum should focus on physical, biological and chemical properties of the ocean. Laboratory and field activities will be included. The program should host guest lecturers from NOAA offices. Phase 2: In order to ensure lasting outcomes, a series of supports should be developed to allow the students to continue on a path in the ocean sciences. After completion of phase 1, the students should present their research findings to community members in a ?Report to the Community?. Throughout the following year, each student should participate in a scientific conference. Students should also participate in job shadows, internships, a science seminar series, and additional career exploration. Ideally, some of these job shadow experiences could be conducted at NOAA facilities. Follow-up with students will continue throughout their high school experience. Specifically, we seek an organization that can achieve the following: 1) Engage students in K-12 in ?NOAA Science?. Examples could include, but are not limited to the following activities: High school students could create a scientific user forum to be hosted on the San Diego Natural History Museum website. This would enable the students and scientists to communicate the research and experience to elementary and middle schools and the broader public. The blog allows a dialogue, creating a distance learning opportunity. High school students from the program could become mentors to middle school youth in San Diego. To integrate NOAA science into California standards-based lesson plans that will reach low-income fifth grade students each year. 2) Improve environmental literacy by: Engaging students? interest in the coastal and ocean science. Developing students? laboratory and field research skills. Creating collaborations between informal and formal education communities to strengthen interest and participation in the ocean sciences in underserved students. Providing opportunities for underrepresented youth to participate in, and make a meaningful contribution to, authentic field-based NOAA research. Promote careers in environmental sciences to diverse populations of students. Create awareness of how individuals can take responsibility for the health of their natural resources through the development of resource management plans, participation in fisheries and other studies, and service learning opportunities. Disseminate findings that reflect SFOS?s scientific and educational advances. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
