Description
Research Data Collection, Benchmarking: The Centers for Disease Control, Division of Emergency and Environmental Health Services (EEHS), National Center for Environmental Health (NCEH), conducts prevention programs designed to control disease, disability, and death that result from interactions between people and the environment. The Division established the Public Health Built Environment Initiative in 2006 to address research and operational needs associated with the public health impact of the built environment. The EEHS, Public Health Built Environment Initiative (PHBEI) provides ongoing research consultation and technical assistance to ensure implementation of CDC?s guidelines within the CDC Healthy Communities Goals Process. A key challenge for this program is the identification and support of research and the development of recommendations that strengthen the relationship between the built environment and public health. The challenge for public health practitioners and policy makers is to improve public health through healthy community building practices and transportation alternatives. The CDC Public Health Built Environment Initiative is committed to attaining these objectives through contract resources. The purpose of this project is to collect data for all of the 50 states and at least 50 of the largest U.S. cities to measure the effectiveness of walking and bicycling programs, projects and policies, safe routes to school, safety programs staffing and funding and transportation policies. A sample of the 20 essential data sets to be identified includes: Bicycling and walking mode share; Per capita pedestrian and bicycle miles traveled; Miles of existing pedestrian and bicycle facilities; Statewide bicycle and pedestrian fatalities; Obesity rates; Diabetes rates; and Bike access on transit. This project is consistent with CDC Healthy Community and Healthy Travel Goals. The identified contractor will provide expert advice and direct services in obtaining and organizing the benchmarking data and developing the raw data into a publishable Monograph as a project deliverable. The Monograph will have the impact of increasing the current knowledge-base and shall provide support for a clear and defendable relationship between active transportation mode design and improved public health. This project is expected to be awarded by August 31, 2006, and the period of performance will be for 12 months after date of award. In accordance with FAR 13.106-1(b), the only known organization that has the unique blend of capacity and recent specific experience in conducting this type of benchmarking to conduct a bicycle and pedestrian benchmarking project of this size and complexity is the Thunderhead Alliance, Prescott, Arizona. The Thunderhead Alliance is the national coalition of state and local bicycle and pedestrian advocacy organizations working in unison to break down the barriers to safe bicycling and walking in North American communities. There are currently 119 member organizations in 48 states. This project requires and organization that possesses at a minimum the following: (1) Demonstrated expertise in conducting benchmarking projects; and (2) Access to the resources of bicycle and pedestrian advocacy organizations representing state organizations. No solicitation is available however, interested parties may request a copy of the Statement of Work including deliverables. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their written capabilities statement and other supporting information in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statement and supporting information submitted and determine if other qualified sources do exist that could perform the effort. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted on a sole source basis with the Thunderhead Alliance, Prescott, AZ as the only source meeting our needs and a purchase order will be issued without any additional notices being posted.
