Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Spectra - Physics, 1335 Terra Bella Avenue, Mountain View, CA., 94043 to purchase a J201-BL-106C Laser for an existing Olympus IX81 microscope system. The system includes the following: (1), CW, ND:YV04 (1064nm) diode pumped laser system, 4 W output power, rack mount power supply J201-BL-106C-High power, Diode Pumped Solid State laser producing>4.0Wof CW (TEM00, M2 of<1.1) output power at 1064 nm. Complete compact system including air-cooled J-series, rack mount power supply with internal diode module. Operates on 110/220vac (<10A) single phase power, quantity one (1) each, (2) T-Remote, one (1) each, (3) NS-B 106, 10 meter long fiber bundle, quantity one (1) each. The sole source determination is based upon the fact that the purchase is to coexist with an Olympus IX81 microscope, and this laser is required for assembling of the laser tweezer on the scope which will enable the manipulation positions of a small object on stage. Spectra-Physics is the only known source that can currently provide this instrument. Therefore, an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to award within fifteen (15) days from the publication date of this synopsis or August 2, 2006, whichever is later. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 334516 and Standard Size is 500 employee. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
