Description
1. This is a combined synopsis/solicitation for commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation Number FA3002-06-T-0010 is issued as a request for proposal (RFP). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11, Effective 05 Jul 2006 and Class Deviation 2005-o0001. 4. Associated NAICS is 611519, small business size standard for this NAICS is $6,500,000.00. 5. CLIN 0001 ? Advanced Grove Lifting Crane Training (see Performance Work Statement (PWS), below, for expanded requirements); Quantity ? 1 Lot. 6. Training is to be conducted in Cairo, Egypt (at Basatine Base) and is desired in CY06, but will be accepted between October 2006 and Mar 2007. Acceptance of training will be accomplished by AFSAT/DOF. 7. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. Additional instructions to offerors can be found at the end of the PWS below. 8. The provision at 52.212-2, Evaluation ? Commercial Items, applies to this acquisition. The evaluation factors are (1) lowest price, (2) technical acceptability. 9. Contractors must be sure to submit a complete copy of 52.212-3, Offeror Representations and Certification ? The anticipated award date is 30 Aug 06 and shall be firm fixed-price. 14. All responsible sources may submit a proposal, which shall be considered by the agency (AETC CONS/LGCI). 15. The PWS follows: PERFORMANCE WORK STATMENT I. DESCRIPTION OF SERVICE 1. Scope 1.1. The Egyptian Air Force (EAF) requires training and technology transfer in support of their Peace Louts III program. Proposed training will be Contractor, Type 1 Special Training, procured by the Air Education and Training Command and presented under the auspices of the Security Assistance Training Program. All instruction and technical information shall be in the English language 1.2. Contractor shall provide 20 days of training for five (5) EAF students, in Egypt, in accordance with (IAW) objectives provided in paragraph 2.a. below. All training shall be based on data available under the FMS program and developed and presented IAW the country configured equipment (as identified in 2.a. below). Contractor-provided training will be transition-type training into a skill similar to the skill currently possessed by the student. Basic theory training is not required. Training is desired in 2006. 1.3. Requirement of the courses shall include, but is not limited to, the following: 1.3.1. Electric and hydraulic systems for Cummins engines model (6btaa5.9 - ism 400) 1.3.2. Load moment indicator 1.3.3. Electric and hydraulic systems for models RT 600e & RT 640e 1.3.4. Electric, hydraulic and pneumatic systems for models TMS 700 e 1.4. The objective of training is to provide the necessary advanced skills to independently operate and/or maintain the Grove Lifting Crane. Training shall be to the level necessary to allow students a thorough understanding of their specialty so that at the end of their training they can perform all tasks IAW applicable technical data with minimal supervision. 1.5. Courses. 1.5.1. Shall be identified and presented separately as academics and structured on-the-job training (SOJT). Academic training may consist of lecture/discussion/demonstration. SOJT may consist of laboratory/hands-on/demonstration. 1.5.2. Contractor shall identify the source used to develop the training course(s), i.e., military technical orders, technical manuals, engineering data, etc. 1.5.3. If not already provided, the contractor shall provide course charts/outlines and SOJT task listings, in contractor format (prefer delivery and any updates in Microsoft application electronic format). Course charts shall include training objectives and duration of each course. 1.6. Knowledge objectives shall be measured, documented, and demonstrated to the level of skill required by this contract. Include student prerequisites, if any, in your proposal. 1.7. When training is performed in an overseas location, in whole or in part, contractor shall comply with the instructions in the In-Country Performance Provisions, found at the end of this package. 2. Contractor Responsibilities 2.1. Performance. Performance shall commence and be completed as set forth in the training schedule, found in the beginning of the solicitation/contract package. 2.2. Instructors shall have skill equivalent to the USAF 7-skill level in a like position/system. 2.3. Training Facilities. Training shall take place in Egypt and facilities will be provided by the EAF. 2.4. Materials, Equipment and Data. 2.4.1. Contractor shall furnish all training materials, equipment and data required to perform this contract except that which is identified as government furnished equipment/material/data. Equipment shall be serviceable and suitable for its intended purpose. 2.4.2. Contractor shall identify the classification of the source material. 2.4.3. It is desired that existing technical data or data in the process of development under the equipment acquisition contract be the primary source of training materials. Elaborate or expensive training materials, prepared specifically for training purposes, are not desired. Materials are for ?Training Purposes Only? and compliance with Military Specifications and Standards is not required. Best commercial practices are acceptable. 2.4.4. The use of slide, tape, and computer aided instruction (CBT) or video presentations from the contractor?s technical library are acceptable and shall not be considered student retainable materials 2.5. Student Support. Student support is not required for this training, which is to be conducted in Egypt. 2.6. Student Administration. 2.6.1. Contractor shall provide the following documentation to the address below: AFSAT/DOF Attn: Training Program Manager 315 J Street West Randolph AFB TX 78150-4354 NOTE: Forms will be supplied upon contractor?s request. 2.6.1.1. Complete AETC Form 258, Student Evaluation of Training, or contractor equivalent (with students' signatures) and mail to TPM not later than 5 working days after completion of each class of training. 2.6.1.2. One (1) copy of the completed AF Form 1256; and a Course Evaluation Report not later than five (5) working days after course completion. Certificate of Training, shall be provided to students upon course completion ((original and one (1) copy)). The Course Evaluation Report will be in contractor format and shall include all problems encountered during the conduct of the course, such as deficiencies in subject coverage, documentation, and equipment failures. 2.6.1.3. The contractor shall be responsible for all students training records, ((i.e. OJT task proficiency guides (TPGs)) through completion of the last course under contract. The records shall be provided to the student(s) after completion of training. 2.6.1.4. Contractor shall contact the cognizant AFSAT Training Program Manager (TPM) to determine the course of action for the following situations: 2.6.1.4.1. If course objective(s) cannot be met, 2.6.1.4.2. If the contractor believes that a student should be released from training for any reason, he shall immediately send a message to the address indicated in paragraph 3.f (1), stating the reasons for request for release and requesting disposition instructions. An information copy will be sent to the Administrative Contracting Officer (ACO) assigned to administer this contract. 2.6.2. Supplemental Information/Student Training Materials. 2.6.2.1. Contractor shall submit all instructional material, including course charts/outlines, to the AFSAT TPM for disclosure release and approval before training presentation. All documents must reflect the contract number, course title to include: Egyptian Air Force, document date, ?AFSAT Approved for Release? date/number and security classification. 2.6.2.2. Contractor format for student training materials is acceptable. Contractor shall determine the requirement for the types of training materials to be used in course presentations. Training material shall be based on all applicable and current data. 2.6.2.3. Contractor shall provide one (1) copy of student training materials, approved for release, to each student during course presentation. II. EGYPTIAN GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/DATA AND SERVICES 1. If GFP is required to conduct training, the contractor shall provide a list of required equipment. Include GFP in possession of offeror, giving production contract number. 2. The offeror shall obtain and submit with his offer written concurrence for such use of Government Property from the contracting officer having cognizance over the property. NOTE: IF ANY USAF OR EGYPTIAN AIR FORCE EQUIPMENT, TOOLS, OR MATERIAL ARE REQUIRED FOR THE COMPLETION OF THIS TRAINING, THE CONTRACTOR SHALL SUBMIT A REQUIREMENTS LIST IDENTIFYING STOCK OR PART NUMBER, NOMENCLATURE, QUANTITY, AND NEED DATE(S) WITH THIS PROPOSAL. 3. For performance in CONUS, the equipment, technical data, material and services listed below (contractor shall list equipment directly beneath this paragraph) will be provided. The contractor will maintain the equipment during training. On completion of training, the equipment shall be fully restored to the same condition as received by the contractor. Maintenance/restoration costs will be covered under contract #________________. 4. The contractor is authorized, on a non-interference basis, primary utilization of the Government Furnished Property, listed above, and such other special equipment and related items, which are required in connection with the performance of this contract, which are currently in his possession under the provisions of Contract No. _____________________________. NOTE: Contractor is responsible for providing contract number and for obtaining clearance. 5. If additional items of EGYPTIAN Government Furnished Property are determined by the Contractor to be necessary for proper conduct of the training called for by this contract, such requirement should be submitted in writing together with justification therefore, to the Procuring Contracting Officer for further action. 6. For performance in country, the material and services listed in the In-Country Performance Provisions will be provided. The EGYPTIAN Government will retain responsibility and accountability for the property provided for use in performance of this contract. Maintenance, including restoration to operational condition after training, labor, and spare parts support for the equipment utilized in this training program, will be provided by said Government. III. GENERAL INFORMATION 1. English Comprehension Level Codes 0-39 ECL - No Practical Proficiency 40-54 ECL - Elementary Proficiency - Asks and answers questions on daily personal needs, within a limited vocabulary and with frequent errors in pronunciation and grammar. 55-69 ECL - Limited Working Proficiency ? Converses intelligently but without thorough control of pronunciation and grammar within most social situations, about current events, his work, family, autobiographical information and non-technical subjects. 70-79 ECL - Minimum Technical Proficiency ? Participates effectively in all general conversation, discusses particular interests, in his special field, without making errors that obscure meaning. 80-89 ECL - Full Technical Proficiency - Speaks the language fluently and accurately on all levels pertinent to military service needs without errors of pronunciation or grammar that interfere with ease of understanding. 2. Student Prerequisites. 2.1. The student(s) attending training under this contract will possess the appropriate minimum English Comprehension Level (ECL) of 70. ECLs will be as verified either by the appropriate US Embassy Office of Defense Cooperation/Military Assistance Program/Security Assistance Office or the Office of Defense Language Institute English Language Center (DLIELC). No requirement for translation during training will be required unless authorized herein: 2.2. All students will be qualified in their specialty/discipline. 3. Performance of Services During Crisis. In the event of an unforeseen natural or military crisis, i.e., hurricane, insurrection, etc., the contractor?s primary responsibility is to safeguard the students. 4. Technology Transfer. To prevent any unauthorized release of technical data to a foreign government through this training program, the Contractor shall comply with the proposal preparation instructions in Appendix B, par. 2. 4.1. The contractor is responsible for obtaining all necessary approvals, clearances ((i.e. Technical Assistance Agreements (TAA), etc.)). The contractor shall ensure the appropriate TAA is successfully completed prior to training start for each individual order, to include any subcontractor training required for each individual vendor. 4.2. A copy of all course material for releasability/disclosure review shall be provided not later than 45 days before course start. Contact AFSAT TPM for release authority office (i.e. DCMC or AFSAT). The contractor is also responsible for disclosure review of vendor courses that may be required. When DCMC is the release authority, the contractor shall provide copies of the release to the AETC/LGCI CO and appropriate TPM. 5. Evaluation and Certification 5.1. Training will be evaluated and certified by the training program manager, or representative, using student critiques, attendance records, and contractor reports. 5.2. Contractor shall submit their invoice through Wide Area WorkFlow (WAWF), created as a 2-in-1 (SERVICES ONLY). Assistance and information for WAWF processing is as follows: NOTE: See Federal Acquisition Regulation (FAR) 32.905 for information required within the invoice. Compliance will prevent delay to payment. 5.2.1.
