- DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH L3-Communications / Cincinnati Electronics. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to L-3 Communications / Cincinnati Electronics. 7500 Innovation Way, Mason, OH 45040. The Sole Source purchase will be for the following items: Requirement: Four each Enhanced Flight Termination System (EFTS) receivers capable of receiving and processing EFTS command signals as defined by the ?EFTS Command Link Interface Requirements Document (IRD)? Version 2.4. Background: National test ranges use flight termination systems (FTS) to control errant unmanned Aerial Vehicles (UAVs) and munitions. Existing systems are vulnerable to unauthorized users and signal interference. Edwards Air Force Base is developing the EFTS to increase FTS security and improve immunity to interference. The EFTS will accomplish this via data link encryption, message authentication and Forward Error Correction (FEC). Functional: Receivers will capture and process command EFTS signals to provide flight termination responses to the appropriate vehicle subsystem. The key receiver functions are RF tuning, demodulation, frame synchronization, FEC, decryption and decoding. Receivers will also provide an output to telemetry systems for situational awareness. Mechanical: Receivers shall not exceed 3.7 cubic inches in volume and adhere to the following dimensions ? 3.67L x 2.20W x .5H. Tolerances shall be +/- .05 inches for specified dimensions. Receivers shall not exceed 4.5 oz in weight. RCC 319 Compliant: Receivers shall comply with the Range Commander?s Council (RCC) 319 standard and all associated environmental specifications. Need Date: Delivery of functional receivers is required on or before 20 October 2006. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the four each Enhanced Flight Termination System (EFTS) receivers capable of receiving and processing EFTS command signals as defined by the ?EFTS Command Link Interface Requirements Document (IRD)?
