Description
This is a combined synopsis/solicitation for supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number F2Y3C26135A100 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. This solicitation is set aside for small business; the associated NAICS code is 811213 and small business size standard is $6.5 million. Purchase of Very High Frequency (VHF) Antenna System,4 each and installation per following Statement of Work (SOW). SOW For Installation of Motorola Base Station Consollettes and Antennas at Land Mobile Radio Trunk Site on McChord AFB, Washington 1. Introduction. This SOW defines the requirements for the contractor to provide for installation of Motorola base station radios to include, antennas, cabling, connectors, and surge protection devices. This SOW will also entail programming of two (2) Motorola Gold Elite dispatch consoles and will support McChord?s Fire Department land mobile radio interoperability with local counterparts. 2. Applicable Documents 2.1 Standards Motorola R56Standards and Guidelines for Communications Sites. Additional commercial manuals may be required and shall be the responsibility of the contractor to identify in the Installation Plan provided with the proposal. The contractor shall obtain applicable manuals as required. 3. Scope. The contractor shall Engineer, Furnish, Install, and Test (EFI&T) and provide all labor for the requirements as stated below. Programming will be performed by personnel who are Motorola Service Site (MSS) certified to work on our existing system. The contractor shall provide and install four (4) Very High Frequency (VHF) repeater antennas with a frequency range of 153.890 ? 154.385 MHz. The four (4) antennas shall be installed to a government-owned guyed three-legged tower at approximately 50 feet above ground and shall be mounted to the three antenna legs using contractor provided offset mounting brackets and each antenna shall have radio frequency (RF) connectivity by contractor provided cabling (for the appropriate RF spectrum), connectors, supports, surge protectors, and facility cable port entry kits. The antennas can be mounted at the same height on the tower or staggered. The contractor shall install four (4) government-furnished Motorola base station consollettes in pre-installed government-owned equipment racks, the cabinet containing the racks is installed approximately 50 feet from the antenna tower, and shall provide for electrical power (power outlets are available within approximately 8 feet of the consollette installations), interface, and RF connectivity between each Motorola base station consollette, VHF repeater antenna, and existing government-owned land mobile radio trunk Base Interface Module (BIM). The contractor shall also program two (2) government-owned Motorola Gold Elite dispatch consoles and LMR server database to recognize the four (4) Motorola base station consollettes. All equipment/supplies provided shall be new. 3.1 Objective. The contractor shall install the new antennas, cabling, connectors, and government-furnished equipment to fulfill the installation requirements using Motorola?s R-56 Standards and Guidelines for Communications Sites. Each antenna shall have radio frequency (RF) connectivity by contractor provided Heliax cabling (for the appropriate RF spectrum), connectors, supports, surge protectors, and facility cable port entry kits. 3.2 Installation Testing. Contractor shall provide documentation that identifies Standing Wave Ratio?s (SWR) for each of the four (4) RF cables that provide connectivity between each of the four (4) Motorola base station consollettes and each of the four (4) VHF repeater antennas. The resulting SWR shall be 1.8 or better. 3.3 Deliverable Schedule. The contractor shall provide an Installation Plan (to include technical solution, reference/listing of standard installation practices, List of Materials (LOM), drawings/sketches, cost, testing procedures and certifications that personnel have been trained to work on Motorola Gold Elite dispatch consoles. The contractor shall deliver the final Installation Plan within 7 calendar days after award of contract. 3.4 Acceptance Criteria. Acceptance of the installation shall be dependent upon all installed cable testing at levels prescribed by manufacturer specifications for the VHF repeater antennas and Motorola base station consollette. Any discrepancies identified/detected during testing and/or by inspections conducted either by the government or the contractor shall be resolved by the contractor. The government reserves the right to refuse final acceptance until all discrepancies associated with the EFI&T activities have been resolved. 3.5 Special Instructions. Should the contractor cause damage during the installation, the damage shall be repaired. Damaged facilities or equipment shall be restored to their original condition or replaced by the contractor at no additional cost to the Government. Programming of Motorola equipment shall be performed only by personnel trained and certified by Motorola to work on Gold Elite dispatch consoles. 4. Government Furnished Equipment: 4.1 Four Each Motorola radio consollettes Model ASTRO XTL-5000. Unit Value: $3,715.44 Total Value: $14,861.76 Note to Offerors: The successful contractor is responsible for paying Washington State Use Tax on the value of this Government Furnished Equipment. 4.2 Facilities, Supplies, and Service. The government shall provide water, electricity, and limited telephone access to McChord AFB. Outside commercial long distance telephone services shall be absorbed by the contractor. 5. Administrative Considerations.5.1 Government Points of Contact. Project Manager. Mr. Mark Guerrero, 62 CS/SCX, 253-982-2521 5.2 Site Survey Visits. Contracting will coordinate with contractors for a site visit to McChord?s land mobile radio repeater site for review of area and users requirements. All site visit questions need to be sent to contracting POC. 5.3 Place of Performance. Place of Performance is McChord AFB, WA. 5.4 Hours of Work. The contractor shall perform all work during normal working hours (0700 to 1700), Monday through Friday, except Federal holidays. 5.5 Period of Performance. See Solicitation 5.6 Security and Privacy. There are no security requirements for contractors performing this effort. No escorts are required, as work shall not be accomplished in a secured facility. However, installation team members shall be required to obtain base access passes consistent with guidance in the contract. (AFFARS 5352.242-9000, Contractor Access to Air Force Installations) 5.7 Warranty. Provide standard manufacturers? warranty documents. SITE VISIT: Scheduled for the 26th of July at 1:00 P.M. To obtain access to the base, the contractor must give a minimum of 24 hour advance notice to the contracting office by calling Rebecca Maxwell at 253-982-3887 or Laurence Bucklin at 253-982-9027. To enter McChord the driver will need to show their valid driver?s license, insurance, and current registration. There will be an individual at the Visitor Control Center (accessed via I-5 Exit 125) to escort prospective offerors to the work site departing the Visitor Control Center at 1:00 P.M. Recommend arriving early due to possible delay in obtaining entry pass. Delivery requirement: 60 days ARO, to McChord AFB, WA 98438.
