Description
1) This is a combined Synopsis/Solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation W912P906T7082 is issued as a Request for Quotation (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 2005-11 a nd Class Deviation 2005-o0001. 4) The solicitation is set aside 100% for Small Business. The NAICS Code is 336612; Size Standard: 500. 5) DESCRIPTION: The Habitat Barge, trailer, motors, generators and GPS unit shall be the manufacturers latest year model and design suitable for use under varying conditions of service. 6) SPECIFICATIONS: a. Length: The barge shall have a length of 29 to 31 feet. b. Width: The barge shall have a width of 8.5 to 9 feet. c. Fuel Capacity: The barge shall have aluminum fuel tanks with a fuel capacity of 100 to 110 gallons (Dual 50 to 55 gallons). d. Maximum People/Weight: The barge shall have a maximum people capacity of 6 and an 8000 pound load, gear. e. Barge Weight: The barge shall not exceed a weight of 7200 pounds. f. Barge with Motors Weight: The barge with the motors shall not exceed a weight of 8000 pounds. g. Total Package Weight: The total package weight shall not exceed 11000 pounds. h. Pontoons: The barge pontoons shall be baffled made of heavy duty 3/16 inch all welded, all aluminum. i. Rear Deck: The barge rear deck shall be 8 inches aluminum c-channels @ 16 inch on center with 3/16 of an inch aluminum tread plate decking. j. Front Deck: The barge front deck shall be double stacked 4 inch structural aluminum c-channels @ 16 inch on center with 3/16 inch aluminum tread plate decking. Decking material must be continuous to edge of deck with no lip. k. Deck Edges: The barge deck edges shall be aluminum extrusion with 6 heavy duty H.D.P.E dock edge. l. Rails: The barge rails are all aluminum 1 ? inch square tubing with welded aluminum skins. These rails should only be around the rear deck. m. Front Utility Tilt Bed: The barge shall have a front tilting utility tilt bed with 8000 pound hydraulic capacity (7 feet 9 inched W x 9 inched L that raises to a 45 degree incline). n. Dual Engines: The barge shall have dual 60 horse power, 4-stroke outboard engines with hydraulic steering for optimal maneuverability, power trim, and stainless steel power propeller. o. Winch: The barge shall have a 4700 pound 110 volt electric winch with remote operation and 200 feet of 3/8 inch cable. The winch shall be mounted on the aft end of the front deck with the ability to free spool. p. Generator: The barge shall have a 4.0 onboard generator with remote start housed in an enclosed weatherproof, vented, aluminum storage box. Fuel line to generator shall feed from fuel tanks with a shut-off switch. q. Power: The barge shall have a water tight AC power with breaker box, 4 dual receptacles on 1 G.F.I. breaker. r. Batteries: The barge shall have dual cranking batteries and 4 system gel deep cycle batteries all with onboard charging system. All housed and secured in an aluminum storage box. s. Storage: The barge shall have two 5 feet long by 2 feet depth, large capacity aluminum storage boxes for stowage of tools and equipment. t. Equipment: The barge shall have a stand up helm with a master power switch, tach, volt and trim gauges, fuel gauges, and power trim gauges. u. GPS depth finder minimum dimensions of 4.0 inches x 5.0 inches diagonal 320 x 240 pixels, 256 color TFT display. Water temperature log and graph, built-in BlueChart marine cartography, shallow water alarm, adjustable keel offset. v. Entries: The barge shall have port and starboard entries33 to 36 inches in width and 32 inches tall. There shall be a forward entry into the utility bed. w. Trailer Weight: The b arge trailer shall not exceed a weight of 3000 pounds. The trailer shall be 35 foot triple axle heavy duty galvanized frame with 2 5/16 inch brakes on 2 axles, transom saver, 15 inch tires on 6-hole wheels with tongue jack, 12,000 pound capacity with a pintel hitch, mounted spare tire, tie downs, greaseable hu b bearings, access ladder and platform to the front of the pontoon. 7) DELIVERY: FOB WAPPAPELLO MO 63966-9603, requested delivery 01 SEP 2006. 8) FAR 52.212-1-Instruction to Offerors, applies to this solicitation. 9) This solicitation incorporates 52.212-2 , Evaluation of Commercial Items. Award will be base upon lowest price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussion. 10) Each offeror shall include a completed copy of the p rovision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items with the offer.
