Description
CONTACT Dylan Chung, Electronics Engineer. This is a market survey to establish source capability for designing, developing and manufacturing a flight-qualified Dual Stabilator Controller (DSC). The DSC is a single-box, high-reliability replacement f or the two Stabilator Amplifiers installed in the UH-60 A/L Black Hawk Helicopter. It is currently being developed by a team from Sikorsky and Hamilton Sundstrand under contract W58RGZ-05-D-0309. The product specifications for the DSC are also being certif ied by Aviation Engineering Directorate (AED). The resulting documentation  a performance requirements specification SES-703750 and an interface control document SER-703562 is available in draft format for the interested manufacturers. These documents are subject to change. The government expects final approval of the two documents to be completed in August 2006 and may be issued to those who request it. The equipment offered in response to this requirement must be flight qualified by AED and meet the Requ irements Specification, SES-703750, for the DSC and the provisions of Interface Control Document, SER-703562, prior to product acceptance. The flight-qualified production DSC to be procured in response to the formal Army solicitation shall as a minimum hav e the following capabilities: A) Meet the requirements of the Requirements Specification, SES-703750, for the Dual Stabilator Controller and the provisions of Interface Control Document, SER-703562. B) Operate with the Automated Flight Control System. C) Mechanical mounting characteristics such that the DSC can be mounted to existing aircraft holes per SER-703562. The following items are part of this requirement: A) provide government approved operato r and maintenance manuals; B) have the ability to meet the governments delivery requirement of 100 DSCs per month starting in December 2007 until contract completion; C) have the ability to restore unserviceable DSCs to a serviceable condition that meets the Requirements Specification, SES 703750, for the Dual Stabilator Controller. This action is not a request for proposal and does not commit the Army to procurement of the DSC. The Army has a requirement to purchase a maximum of 1,800 units over the five years (ID/IQ type of contract) with a minimum buy of 100 units in the first year(minimum and maximum quantities are subject to change without public announcement) along with a 5-year time and material repair services.
