Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The acquisition will be processed as a full and open competition. The NAICS code for this acquisition is 336322 with the small business size standard being 750 employees. This solicitation is issued as a request for proposal (RFP) from C-E LCMC Acquisition Center, Fort Monmouth, NJ 07703, AMSEL AC-CA-RT-P , and the number assigned to it is W15P7T-06-R-B604. The proposed action is for a Five Year IDIQ type contract with orders to be placed on a Firm-Fixed-Price basis for up to 250 Generator, Alternating with an NSN of 6110-01-484-6250. The estimated annua l amount is 50 alternators per year. IAW FAR 52.216-22(b) the initial order quantity will be a minimum of 40 units. IAW FAR 52.216-19, Order Limitations, the 'minimum order' is 10, the 'maximum order' is 75 at once, or a series of orders within 30 days t hat exceeds 75 units. The alternator is used with the 10 kW Generator Set, MEP-903 A/B/C Auxiliary Power Units (APU). Newage part number BCI162N16 is the only acceptable model, no equal will be considered. These alternators meet specific generator perf ormance, and interface requirements to meet the operational requirements of the APUS. At a minimum delivery shall be 50 each 150 days after award and then 10 each month thereafter until completion. Orders of less than 50 units shall be delivered in full 120 days after award. However, offerors may provide alternative delivery schedules that will be evaluated. Additionally, early delivery will be accepted if at no additional cost to the government. This will be FOB Destination to New Cumberland Army Depo t, AN5 as implemented by FAR 52.247-34. Packaging should be commercial packaging as implemented by 52.7043. Inspection and acceptance will be at source. Offerors are required to complete and submit a copy of the FAR provision 52.212-3, Offeror Represent ations and Certifications-Commercial Items; this provision is to be sent as a separate electronic attachment. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil FAR 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the of fers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
