Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A more detailed solicitation is available on Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/. Solicitation Number W912HZ-06-T-0037 is being issued as a request for quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-11. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND ISSUED UNDER NAICS CODE 332312 (SIC 3441) WITH A SIZE STANDARD OF 500 EMPLOYEES FOR A FIRM FIXED PRICE CONTRACT. This proc urement may be quoted as follows: Supplies/Services: Provide all labor, material, shop drawing for two steel specimens in accordance with the attached scope of work and drawings. Quantity: 1, Unit: Lump Sum, Unit Price: $?____________; Supplies/Services: Shipping. Quantity: 1, Unit: Lump Sum, Unit Price: $?____________; Total Amount: $ ____________. Award shall be made to the responsive and responsible offeror whose quote is determined to be the lowest price. The U. S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) has a requirement for Item 1: Two Steel Specimens fabricated according to the attached figures, specifications, and requirements (Figures 1 through 7) and written descriptions. Fabrication of the two steel specimens m ust meet AISC Seismic Provision, AWS 1.8 specifications, and ANSI/AISC 358-05. 1. Source must supply 20 inches of beam material from each steel member, 20 inches of column stub material from each steel member, and minimum dimensions of 37 inches by 5 in ches of the material (or two pieces of 18.5inches by 5 inches) used for shear tabs, doubler plates, and continuity plates. 2. Source must obtain all shipping permits and schedule of fabrication and delivery. 3. All items must be delivered no later than 8 September 2006 to building 6000 of the ERDC facility at Vicksburg, MS. 4. Two inspections are to be allowed by AISC and ERDC representatives to review and inspect fabrication of the two steel specimens at the times selected by ERDC or AISC. AISC has rev iew authority and approval of acceptable sources and chosen sources submittal for final shop drawings prior to fabrication. ERDC has final review and approval authority using AISCs advice as necessary. Qualification of accepted bidders: Must be AISC qu alified Fabricator; Must have AWS certified welders that perform any or all welding and related fabrication. Source must submit shop drawing (including but not limited to: elevation, plan, section detailed views ; schedules for all components, members, we lds and weld details, and how welds will be qualified to meet required AWS and AISC specifications). All fabrication and welding must be done in accordance to the guidelines/requirements in the AISC Seismic Provisions, 2002, AWS 1.8, and ANSI/AISC 358-05. The ANSI/AISC 358-05 Prequalified Connections for Special and Intermediate Moment Frames publication supersedes any specification or procedure that exists in AWS 1.8 or AISC Seismic Provisions. Welders have evidence of supplemental welder qualification to weld the bottom beam flange to the column and welding through access holes. The welder may perform w elding test before performing the work to qualify for performing such welds. Filler metal A5.20 with the D designator (classified with CVNs at 0 and with a high and low heat input test meeting 40@70). The specifications for placement and removal of backi ng bars, root inspection, and rewelding must be followed. Also the specification for placement of the top beam backing bar must be followed. The placement and removal of clips for placement of continuity plates must be followed. The welding of the doubler plate listed in Figure 6 and Figure 7 must follow eithe r AISC Seismic Provisions Figure C1.9.3a or C1.9.3b. The cutting of the reduced beam section must be done in accordance with AWS 1.8 (Figure 6 and 7). The beam webs in Figures 6 and 7 are CJP welded to the column flange after the shear tab is welded to the column. The shear tab will act as a backing bar for welding the beam web. The access holes in Figure 2 thru 4 must follow AWS 1.8 standards. The acc ess holes in Figure 6 and 7 must follow AISC specification J1.6 (AISC LRFD Manual of Steel Construction, Third Edition). Must have welds certified according to AWS 1.8 standards and provide details on how the weld certification will be performed. The WUF-B (Figures 2 thru 4) and RBS connection details (Figures 6 and 7) must be used at all beam-column connections that are sh own in Figures 1 (WUF-B Beam-Column Specimen) and 4 (RBS Beam-Column Specimen). The following material properties must be used: A992 Structural steel  beams and columns; A36 Steel  doubler plates, shear tabs, and continuity plates; A490 high strength bolts; and70ksi electrode welding These specifications are available at Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/ or https://www.fedteds.gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=W912HZ-06-T-0037.
