- This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE), Sacramento has been tasked to solicit and award a contract for Design and Construction of Energy Conservati on Investment Program (ECIP), Wind Power Electrical Generator at Tooele Army Depot, Utah, and Fort Huachuca, Arizona. The Corps of Engineers is in the process of developing the requirements for two Design-Build Requests for Proposal (RFP) for Tower Mounted Wind Power Electrical Generators, located at two separate Army installations. The RFPs may be awarded to one contrac tor, or two separate contractors, if more economically advantageous to the Government. Contract award is anticipated in the January 2007 timeframe with construction to start in March 2007. No additional funding can be provided above the construction cost limitations and the design-build / construction contractor will need to include all project costs to meet the installation requirements. The following describes the two projects: Tooele Army Depot, Utah Finalize the design and construct as a minimum 1 tower mounted wind turbine generator to provide a total capacity of 850kw to 1.5 megawatt and connect to existing utility power grid (estimated 1/4 mile away), to meet the project requirements and estimated construction cost limitation of $2 million. Fort Huachuca, Arizona Finalize the design and construct as a minimum 1 tower mounted wind turbine generator to provide a total capacity of 600kw up to 850kw and connect to existing utility power grid (estimate 1/8 mile away), to meet the project requirements and estimated const ruction cost limitation of $1 million. An additional gravel road of approximately 500 feet for access will also be required. The North American Industrial Classification System, (NAICS), code applicable to this acquisition is 237130, Wind Power Structure Construction. The small business size standard is $31 Million. The Federal Supply Code is Y239, Construct Electric Power Gener ation (EPG) Facilities, Other, Including Transmission. The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00. Under current Federal Acquisition Regulation, (FAR), guidelines the prime contractor must have the capability to perform a minimum of 20% of the contract not including the cost of materials with its own employees. Prior Government contract work is not requ ired for submitting a response under this source sought synopsis however, all construction performance must be in compliance the USA CE Safety and Health Requirements Manual, (EM 385-1-1), and must also comply with all Federal, State and local laws, ordina nces, codes and/or regulations. The Government must ensure that there is adequate competition among the potential pool of contractors which is the purpose of this sources sought synopsis. The intent is to issue a solicitation on an Unrestricted basis, unle ss a determination is made that there is a reasonable expectation of receiving offers from at least two responsible HUBZone, 8(a) or Service Disabled Veteran Owned, (SDVO), concerns and award will be made at a fair market price. Award will be based on over all Best Value to the Government. Anticipated solicitation issuance date is on or about 1 December 06 and the estimated proposal due date is on or about 3 January 07. The official FEDBIZOPS synopsis citing the solicitation number and inviting offerors to register electronically to receive a copy of the solicitation when it is issued, is anticipated to be available on or about 15 November 06. Offerors response to this synopsis shall be limited to five pages and shall include the following information: Offerors name, address, point of contact , phone number and email address. Offerors are also welcome to advise of their lack of interest in this type of acquisition along with comments explaining the reasons for their disinterest and any rec ommendations for making this solicitation more appealing. Offerors should address their capability to perform in these geographical area and logistical challenges if any. A brief synopsis of comparable work performed within the past five years to include a brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project are also required. Offerors will need to provide their business size for the applicable NAICS code and bonding capacity, (Con struction bonding level per contract and aggregate construction bonding both expressed in U.S. Dollars).
