- The Bureau of Reclamation is seeking potential sources for an Outdoor Audible Warning System (Siren System) to notify nearby residents in case of a flood event. The desired action is to obtain a complete, installed, remotely-activated system that will provide an audible warning (siren) and bilingual {English/Spanish] voice instructions for nearby residents. Interested sources will be required to submit a proposal that includes all components needed to meet the intent of warning the public in an area defined by Reclamation. A partial list of the needed components includes: the controls and equipment that operates the siren (siren activation system), siren speaker banks, the pole to mount the siren speaker banks, the AC power cable buried in conduit from the building to the sirens (or aerial from a nearby power pole), all electrical work needed to wire the siren into the existing electrical service, and installation of all the components. The siren activation point shall be a stand-alone unit that does NOT require the use of a PC computer. The proposal must be for a complete, functional remote-controlled siren system including all hardware and software installation, and training of local staff on the use of the hardware software. All sound equipment must be designed using Federal Emergency Management Agency (FEMA) CPG -1-17 Guidelines, with all coverage calculations provided as part of an interested sources quotation. Modifications to a proposal, after contract award, to include miscellaneous items needed to have a complete and functional system shall not be allowed, unless a change is requested by Reclamation. Interested sources must be prepared to provide a siren that can be controlled from a central location at the siren site, and have the capability of multiple unique siren sounds to be used for floods, fires, and other hazards. The siren activation and monitoring point shall control the siren via buried land line cable. All land line cable shall be buried in conduit at a minimum depth of 18 inches unless directed otherwise. If radio telemetry is used, the radios shall meet all applicable Federal Government Radio (NTIA) Narrow Banding requirements. The radio communication system shall be secure and have redundant paths to the site, and shall have the ability to transmit various siren commands. A unique radio frequency is not available for this system; therefore, the radio system should either be able to "piggy-back" on an existing frequency without any interference, or be a spread-spectrum or other type of radio system that doesn't require a site license. Interested sources are encouraged to submit a response, not later than 07/25/2006, in sufficient detail to demonstrate the respondent's ability to meet the requirements stated above, and include the firm's DUNS and TIN. This is a Sources Sought Notice only and not a Request for Quotation/Proposal or an announcement of a solicitation. The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to the sender. Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 561620, which is $10.5 Million. The information gathered from this notice will be used to determine which preference program will be used to process the acquisition [e.g., 8(a) set-aside under the Small Business Administration's 8(a) program, total small business set-aside, or full and open competition]. No preference program determination will be made until the market research has been completed.
