Description
The Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid for a firm-fixed price construction contract for gate repairs at Nimbus Dam, approximately 15 miles east of Sacramento, California, in Sacramento County. The principal components of the work to be performed under the specifications include the following: 1) The eighteen spillway gates of Nimbus Dam are numbered 1 through 18, right to left, facing downstream; 2) Move the Government furnished pier brace, pier nose anchor eyes, and bulkhead gate from storage and installing it in each of the 18 radial gate bays, moving it from bay to bay, and returning it to storage upon completion of the work; 3) Repair each of the 18 radial gates, one at a time, after isolating the work area by installing the Government furnished pier brace, pier nose anchor eyes, and bulkhead gate on the upstream noses of the adjoining piers; 4) Remove and dispose existing upstream and downstream outer edge coatings containing lead and other heavy metals on each radial gate; 5) Provide corrosion engineering services to design, furnish, install, energize, adjust, and test corrosion monitoring and impressed current cathodic protection system for all submerged metalwork on the upstream face of 18 radial gates; 6) Prepare and clean surfaces, provide materials, and apply coatings to upstream face, downstream bottom and side edges and bolts and nuts of new seal assemblies, and spot repair damaged areas on downstream face; 7) Replace all bottom and side rubber seals with neoprene seals on each gate; 8) Replace all clamp bars and fasteners with new clamp bars and fasteners for the seal assemblies; 9) Refurbish lifting bracket eyes for each of the 18 gates, 2 lifting bracket eyes per gate, 36 total; 10) Furnish two new stationary wearing surfaces for each gate, 36 total; 11)Replace radial gate equalizer bars and pins with new equalizer bars and pins, 2 sets per gate, 36 sets total; 12) Replace radial gate connecting links and pins with new connecting links and pins with new connecting links and pins, 2 sets per gate, 36 sets total; and 13) Replace existing wire rope assemblies (one stainless steel wire rope and 2 carbon steel sockets) with new wire rope assemblies, 2 wire rope assemblies per gate, 36 total. All work required to be performed and completed within 1,185 calendar days from the date of issuance of the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $31.0M. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This is an unrestricted requirement and all offers from responsible concerns will be considered. FAR Clause 52.219-4 "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" applies to this requirement. Solicitation 06SI201065 will be posted at http://ideasec.nbc.gov on or about August 3, 2006. The estimated date for receipt of bids is September 4, 2006. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award.
