Description
1. GENERAL: The US Fish and Wildlife Service, Hopper Mountain National Wildlife Refuge Complex, 2493-A Portola Road, Ventura, CA 93005, has lead authority for the Service in coordination and management of California Condor Recovery Program, a high profile, multi-partner endangered species program. The complex has requirement for assistance with furthering the development, maintenance, and management, and training of the standardized database for all condor related field data being collected, maintained, and shared amongst the program partners. Vendor must be within a reasonable commuting distance, have experience and ability to work with GIS databases, Trimble GPS units, Pendragon Forms software, handheld devices (pda's), and possess industry standard qualifications. The contractor must be available to the refuge to complete the work during the active work season window (June through December). 2. SCOPE: 2.1. Review existing data formats and data collection techniques 2.1.1. Contractor will attend one scheduled meeting with refuge staff to review current data formats being utilized within the California Condor Recovery Program (field reports, Pendragon pda forms, GPS data, GIS data, Excel data) 2.1.2. Contractor will provide three review/refinements of the developed field forms with USFWS staff. 2.2. Create relational database and field forms 2.2.1. Contractor will utilize existing information and expand on electronic formats already established to develop a electronic relational database (MS Access) that will be able to link to handheld computers, such as GPS units running Windows CE devices, and personal data assistance (PDA's), such as palm pilots and other Windows CE devices. The database must be able to allow users to query the data to ask questions pertaining to particular birds, locations, events, etc. 2.2.2. Contractor will develop data entry forms that are consistent with currently used data forms and will develop reports that are also consistent with currently used data forms. 2.2.3. Contractor will utilize Pendragon Forms software for development of data entry forms and create all necessary parent and sub forms necessary for field data to be collected. 2.3. Create data collection/storage procedures 2.3.1. Contractor will develop procedures for retrieving, downloading, and maintaining CLS America data in the database. 2.3.2. Contractor will develop procedures for using downloaded CLS America data with GIS programs for data analysis and the creation of maps. 2.3.3. Contractor will develop procedures for field data collection utilizing Trimble GPS units using TerraSync software, develop data download procedures, and develop database management procedures (query, data sharing, etc ?). 2.4. Provide staff training 2.4.1. Contractor will provide a minimum of three training opportunities for refuge staff. Training will include how to collect field data with the Trimble GPS units, how to transfer data files from the GPS unit to the Complex GIS computer running ArcView 9.1, how to work with CLS America data, and how to operate the database. 2.4.2. Contractor will provide additional training regarding use of data with GIS, this includes the use of aerial images and topographic maps, sharing collected data (with program partners) over the internet with ArcIMS, and creation of documents for use in reports. 2.5. Data maintenance 2.5.1. Contractor will provide assistance in maintaining the database and will keep a back up of the data collected. 2.6. Create ArcIMS Internet Site(s) 2.6.1. Develop ArcIMS site for California Condor Recovery Program. The website will provide condor related data in a viewable web-interface for program partners 3. Base Year: August 1, 2006 thru August 31, 2007 or 3 Days after receipt of award which ever is sooner 4.2. 5. EVALUATION AND ACCEPTANCE: 5.1. Evaluation and Acceptance will be determined by the Deputy Project Leader or assigned Refuge Manager. 5.2. Protection of Government Property during execution of the work, the Contractor shall take special care to protect Government property. In the event of accident, the Contractor shall return areas damaged as a result of work under this contract to their original condition, to include repair or replacement, if necessary. 6. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION 6.1. The Refuge manager will provide guidance and service manuals and access to current information and data as required. The complex will provide access to the following equipment and Complex data; Trimble GPS unit, handheld computers, Microsoft Access, Pendragon Forms software, CLS AMERICA data, Complex GIS computer. 6.2. The Contractor shall furnish all labor, equipment, materials, supplies, parts, tools, and services to perform the requirements of this Contract. Examples include but aren't limited to; Microsoft Access, Microsoft Excel, Pendragon Forms software, handheld computer (IPAQ/Palm Pilot), Trimble GPS unit, and TerraSync software. 7. MATERIAL: 7.1. While performing the designated tasks outlined in the submitted work order any needed equipment or materials outside the scope of work will require prior approval from the Refuge Manager or designated Refuge staff. 8. AVAILABILITY: 8.1. Normal duty hours Monday thru Friday 7:00 a.m. - 4:30 p.m. In the event of emergencies, the contractor shall provide contact information. 8.2. Non duty hours include week nights, weekends, and Government holidays (New Years Day, Memorial Day, President's day, Fourth of July, Thanksgiving, Columbus Day, Christmas). 9. QUALITY CONTROL (QC): 9.1. See clauses for inspection and acceptance for commercial supplies/services. QC will be maintained according to industry standards and made available to the agency upon request. 10. QUALITY ASSURANCE (QA): 10.1. Contractor will provide additional training regarding use of data with GIS, this includes the use of aerial images and topographic maps, sharing collected data (with program partners) over the internet with ArcIMS, and creation of documents for use in reports. 12.3. Create ArcIMS Site 12.3.1. Develop ArcIMS site for California Condor Recovery Program data viewing between program partners.
