- IMPORTANT: IN ORDER TO RESPOND TO THIS SOLICITATION, YOU MUST REQUEST A SCOPE OF SERVICES AND ASSET LIST BY EMAILING MIKE_BACHOFEN@NPS.GOV AND KATHLEEN_SOESTER@CONTRACTOR.NPS.GOV _________________________________________________________________________________ THIS IS A COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER IS QSHEN290606 AND IS BEING ISSUED UNDER FAR PARTS 12 AND 13. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) NUMBER FOR THIS PROCUREMENT IS 531320. THE FOLLOWING PROVISIONS APPLY TO THIS RFQ: FAR 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL; OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH OFFER; FAR 52.212-4, CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERCIAL ITEMS, FAR 52.232-18, AVAILABILITY OF FUNDS, FAR 52.232-33 PAYMENT BY ELECTRONIC FUNDS TRANSFER - CENTRAL CONTRACTOR REGISTRATION. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: A. In order to be considered for award, the appraiser taking resposibilty for the work prduct must be a state-certified appraiser with the professional designation Member of the Appraisal Institute (MAI). Proposal Instructions: Please identify the individuals who will be assigned to this project. B. Experience (of only the IDENTIFIED individuals who will be assigned to the project) 1) Level of documented experience appraising NPS possessory interest values; 2) Level of documented experience allocating/extracting business enterprise values from subject properties and comparable sales; 3) Level of documented experience appraising national register/historic properties; and 4) Level of documented experience in litigation and testifying as an expert witness Proposal Instructions: Please provide specific project information for the experience identified under this factor. C. Documented experience on Government appraisal contracts. D. Price Factor B is considerably more important than Factor C. Factors B and C, when combined, are significantly more important than Factor D, Price. Factors B1 through B4 are in descending level of importance. Concerning Factor B (1 through 4), the individuals who will be assigned to the project must be identified and only their experience is to be documented. Further, when evaluating factors B and C, the evaluation team will also consider the quality of services performed. THE CONTRACTING OFFICER MAY MAKE AWARD WITHOUT DISCUSSIONS. THEREFORE, IT IS IMPORTANT THAT PROPOSALS INCLUDE ADEQUATE DOCUMENTATION TO SUPPORT THE LEVEL OF EXPERIENCE IN THE ABOVE FACTORS. FURTHERMORE, OFFERORS SHALL SUBMIT REFERENCES FROM THE PAST 3 YEARS FOR SIMILAR OR LIKE CONTRACT EFFORT, INCLUDING NAMES, TELEPHONE NUMBER, CONTRACT NUMBER, VALUE AND PERIOD OF PERFORMANCE. AWARD WILL BE MADE ON A FIXED PRICE BASIS. CONTRACTORS SHALL PROVIDE LUMP SUM PRICING. PAYMENT WILL BE MADE AFTER RECEIPT OF ALL DELIVERABLES. FAX NUMBER IS 303-987-6901. ______________________________________________________________________________________ SUMMARY OF WORK TO BE PERFORMED PERFORMANCE PERIOD: Approximately August, 2006 through January, 2007. OVERVIEW: Shenandoah National Park requires appraisal services to value possessory interest in concessioner improvements located on park premises. The possessory interest is granted by Concession Contract No. CC-SHEN001-85 (concession contract) between ARAMARK Sports and Entertainment Services, Inc. (ARAMARK) (concessioner) and the National Park Service (NPS). The concessioner has a right of compensation for its possessory interest in concessioner improvements as defined by the concession contract. The concessioner is entitled to be paid this compensation by a successful offeror for the new concession contract that is to go into effect as of January 1, 2009. The measure of the compensation ("sound value") is described below.
