Description
PRESOLICITATION NOTICE: The National Park Service (NPS) is currently planning to award a contract for phase III renovation of the Old Faithful Inn at Yellowstone National Park. A) For further information call or e-mail: John Chaney, Contract Specialist, 307-344-2075, john_chaney@nps.gov B) Brief Description of Project Scope: This project is the third phase of a three-phase project to restore the historical and architectural character of the 1904 Old House section of the Old Faithful Inn. Old Faithful Inn is listed on the National Register of Historic Places and is listed as a National Historic Landmark. The facility is located at the Old Faithful Geyser Basin in Yellowstone National Park. The contractor shall provide all labor, materials, equipment and supervision for the complete renovation, rehabilitation, and upgrade of the facility as required by the Phase III construction documents. The work will be completed on a year around basis with the facility open to the public during the summer & fall months. The architectural features of the guestrooms, public spaces and exterior of the building will not be altered other than to improve the quality of the original historic fabric. Most of the construction will be in the west wing area of the Old House section of the Inn. The work shall include, but not be limited to: 1) The mechanical and electrical systems, including the fire suppression system, shall be upgraded and concealed in the floors and walls to minimize the visual impact on the architectural character of the building; 2) Original lighting shall be retained but rewired to meet current standards; 3) The building shall be upgraded structurally to meet seismic requirements while still retaining the architectural character of the spaces; 4) The West Wing elevator located in the rotunda will be replaced and the rotunda area expanded and upgraded to serve as an area of refuge in emergencies; 5) Some public guestrooms will be rehabilitated to meet ADA requirements. 6) The steam radiator system will be upgraded to a two-pipe hot water system; 7) New radiators similar to the original style and new thermostatic controls will be installed in the rooms; 8) The Old House east and west wing roofs will be replaced; 9) The dormers on the west wing will be reconstructed, by upgrading the framing to better withstand the winter snow loads; 10) Exterior renovations to the west wing include the replacement of log rafters, ridge logs, and log brackets; 11) restoration of the main lobby fireplace and chimney along with replacement of the original log cribbing; 12) The work to replace the elevator in the rotunda and the public restroom work are additive items and may be awarded if funding permits. C) All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. D) Estimated Price Range: Between $5,000,000 and $10,000,000. E) The Request for Proposals (RFP) & construction documents shall be available, without charge, through www.fedbizopps.gov. or by contacting the contract specialist noted in section "A" above. F) Pre-proposal Meeting & Site Visit: Information regarding the exact time, date and location of the site visit will be included in the solicitation. G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Schedule: All dates are tentative and may change. Offers should refer to the RFP for exact dates. Issue Request for Proposals .... August; Proposals due .... September; Award contract .... October; Issue Notice to Proceed .... October; Substantial Completion .... November 2007 if Additive 1 is not accepted, April 2008 if Additive 1 is accepted; I) Proposal Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made to the Offeror presenting the Best Value to the Government. All evaluation factors other than price, when combined, are significantly more important than price. The following non-price factors are listed in descending order of importance: 1. Past Performance: A measure of the degree to which an offeror has satisfied its customers in the past. The NPS will evaluate past performance based on contacting references provided by Offerors; the Government's knowledge of offeror's past performance; and / or references obtained from any other source. 2. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that prior experience is factual, documented, information about specific work the contractor has performed, which demonstrates their technical ability to accomplish the work. Offerors will be required to submit information regarding similar projects they have completed within the past 5 years. 3. Project Management: Offeror's proposed plans and schedules specific to this project.
