- SEAPORTE WILL NOT BE AN OPTION FOR THIS REQUIREMENT, AS PREVIOUSLY ADVISED. DELETE ALL REFERENCE TO SOURCES SOUGHT ANNOUNCEMENT DATED 10 JULY 2006. The Fleet & Industrial Supply Center (FISC) Norfolk is seeking information on small business sources that can provide engineering and technical support to the Engineering and Planning Department, Code 200, Norfolk, Naval Shipyard, Portsmouth, Virginia. Responsibilities include, but are not limited to the following: Provide engineering and technical support on-site for overhaul and repair of U.S. Navy ships and submarines, and in support of Planning Yard requirements for CVN, LHA and LHD Class Ships. Support also includes planning and administration, engineering, logistics, and test support for mechanical and piping systems, electronic and electrical systems, hull structures and habitability. Test and Certification Support: Advance planning preparation and assisting with coordination of a test program for complex ship?s systems (primarily electrical and mechanical); monitor test performance, including resolution of problems, and anticipate and examine other issues that may arise during testing; determine status of systems and testing at start of shift and assist with turnover procedures at completion of shift; brief personnel on planned operations and tests and ensure system, equipment and personnel safety for conduction of tests; evaluate and analyze test data and results, prepare comprehensive reports outlining test procedures, interpret test results and make recommendations on validity of tests. Work Control & Tag Out Support: Plan, prepare and coordinate work control and tag out program; provide expert technical engineering advice; monitor the project?s work control program; develop system turnover procedures under shipyard operational control, ensure system?s equipment and personnel safety, evaluate all aspects and may recommend alternatives or deviations from established procedures when testing novel performance characteristics of new system or subsystem. Engineering Support: Perform data gathering, data collection and analysis; generate reports, presentations, and other engineering deliverables that meet TPOC requirements and expectations. Coordinate work with engineers and technicians handling interrelated phases of projects for compatibility with production requirements and timely completion; prepare procedures for conducting tests on various mechanical, electrical/electronic, and structural equipment, components and systems. Determines special equipment required to perform tests and instruments needed to acquire operating data and the extent of testing to be performed based on the amount and type of work accomplished on equipment. Establishes operational parameters such as flow, speed, pressures; form technical evaluations, act as troubleshooter. Technical Support: Provide technical assistance in data gathering, data collection and analysis; assist in generating reports, presentations and other engineering deliverables that meet TPOC requirements and expectations. Accomplish track walks onboard ships, review other documentation to validate; prepare procedures for conducting tests on various equipment and systems; prepare technical working documents; determine special equipment required to perform tests and instruments needed to acquire operating data and the extent of testing to be performed based on the amount and type of work accomplished on equipment; perform technical evaluations for acceptable substitutes for material, which are not available, based on engineering evaluation of material properties, environmental considerations, service conditions and system operating parameters. Logistics Support: Identify and validate logistics products related to ship alterations and accomplish sight validation of all new, modified, and/or removed ship equipment, review and validate ships diagrams and documentation, to ensure they are in order; review, update, validate and make recommendations for improvement of ship and/or shipyard material files and databases IAW shipyard policies and practices. Admin Support: Perform technical aspects of office administration, which may include obtaining funds, reporting requirements and systems, procurement of office equipment and supplies, and office automated information systems; independently research, analyze and consolidate data for recurring and special reports. Prepare narratives, charts, graphs, and handouts for briefings and presentations. Recommend ways to obtain data needed to ensure management requirements for administrative programs/projects are met; compile, consolidate and summarize budgetary data from source documents, conduct work, Work/travel will be required to various shipyards and aboard ships (at-sea) for troubleshooting, repair and testing of equipment and components. The NAICS Code for this requirement is 541330, Engineering Services, and the Size Standard is $25M. This support is currently being provided via GSA Contract No. GS-23F-0016K, with CDI Marine Company, 9550 Regency Square Boulevard, Suite 400, Jacksonville, FL 32225-8168. This requirement shall have a base performance period and four one year option periods. A cost reimbursement type contract is anticipated. Your response shall include the following information and can be submitted in your own format: Size of company, (i.e., 8(a), Woman Owned Small Business (WOSB), Small Business (SB), all others), number of employees, revenue for the past 3 years, relevant past performance on same/similar work dating back 5 years and your company's capability to perform the type of work required. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Please ensure responses do not exceed 5 pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants.
