Description
The Office of Naval Research (ONR) in coordination with the Naval Medical Research Center (NMRC) has a requirement for the overall scientific and technological policy supervision and associated administrative functions for the successful conduct of a postdoctoral research associateship program. Sole source negotiations will be held with the National Academy of Sciences ? National Research Council (NAS-NRC). ONR intends to affiliate with the existing National Academies Research Associateship Program (RAP) administered by the NAS-NRC. That program relies heavily upon high-quality academic review panels that meet quarterly to evaluate postdoctoral research applicants. These panels are drawn from among the U.S. scientific, medical and engineering communities. The Academies? close connection with this program gives the RAP a singular profile within the research community and thus tends to attract the most promising of applicants. It is in this respect that the NAS is uniquely situated to offer and administer a high-quality postdoctoral program in the health sciences fields that is of particular interest to ONR and NMRC. ONR?s participation in an existing RAP ensures that the costs of selecting the best post-doctoral researchers will be less than paying for the establishment of a new postdoctoral research associateship program with the required high-quality academic review boards. In addition, NAS-NRC is the only contractor that can provide continuity of management for the postdoctoral associates that are already performing at NMRC and other NMRC laboratories through the RAP. Contract period of performance is estimated to be three (3) years. Note 22 applies: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
