- Description
- The Marine Corps Systems Command is seeking potential commercial sources to perform in the role of Product Support Integrator (PSI) for the Family of Wheeled Counter Improvised Explosive Vehicles (FCIEDV) consisting of 288 vehicles. The vehicles are the Cougar, Joint EOD Rapid Response Vehicle (JERRV), and Buffalo manufactured by Force Protection Industires, Inc. of Ladson, South Carolina. The FCIEDV are located within the Marine Corps Operating Forces in Iraq and Afghanistan. The Marine Corps will implement PSI for the FCIEDV in order to provide the war fighter increased operational readiness; increased reliability; enhanced logistics response times; enhanced deployment support; enhanced wartime support; reduction in the logistics footprint, and reduction in logistics costs. The selected PSI contractor will be responsible for logistics support for up to 60 months, which could include, but is not limited to: procurement and delivery of spare parts, secondary repairables, and components from suppliers and manufactures, staff sufficient Field Service Representatives (FSR) in theater to support the FCIEDV, provisioning of components, develop data system to manage shelf-life /use-life of components, provide full asset visibility and integration with existing maintenance and supply programs, technical data (manuals), training, supply support, track transportation of new and replacement components, calibration program, full maintenance of components, responsibility for the scheduled and unscheduled preventive and corrective maintenance, provide maintenance and logistic data, provide trend reporting, initial testing of new components, management and inventory of systems at using unit and long term storage level, publications, and unit level follow-on training. A Contractor Developed Configuration Management Support Plan and System Safety Plan will be a part of all surveillance. Offerors should use existing Marine Corps Maintenance Management legacy systems. The system support processes will be transpare nt to the war fighter. Desired Results and Outcomes: Expected performance results from the PSI contractor for the FCIEDV is achievement of an increase in operational availability (at least 85%) by; reducing the logistics burden, reducing procurement times, centralized life cycle sustainment management and ultimately reducing costs to the Marine Corps. This request for information establishes the performance requirements for the Family of Wheeled CIED vehicles. Firms possessing the capabilities to accomplish this requirement are invited to submit the following: Company information to include the business size (large business, small business, 8a set-aside, veteran owned small disadvantaged business, etc?) of the company, Statement of capabilities to accomplish the proposed effort to include successful best practice and lessons learned; a Rough Order of Magnitude (ROM), current GSA contract information (if available on GSA), and past performance information. This sources sought/request for information (RFI) is for planning purposes only and is not to be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisition. No entitlement to pay of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government use of such information. Proprietary information submitted in response to this synopsis will be protected when clearly identified as proprietary.
