Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number TIRMS-06-Q-00063 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. This procurement is a 100% set-aside for small business concerns. The North American Industry Classification System Code for this acquisition is 423830. The small business size standard is 100 employees. The Internal Revenue Service (IRS), National Distribution Center (NDC) has a requirement as follows: 1) Two envelope slotted conveyors, 16? wide x 150? long; and, Rollers on 3? center. Speed: 65?fpm. Elevation: 19? with existing mail slots added to conveyor-27? in height. The IRS is flexible with the overall height of the slotted conveyor but would prefer the height of the conveyor with mail slots to be within 27?- 29? high. Infeed End Type: Square end. A second drive assembly may be recommended. Safety shutoff must be attached. Belts: 6? wide with lacing Heavy duty center drive assembly with 6? diameter take-up pulley, underside take up assembly. Chain guard located on right hand side when standing at infeed end facing discharge end. Motors: 2HP-230V, 3PH 60Hz, Floor supports: 15-19? Internal and external parts with guards shall be painted as safety yellow. 2) One conveyor approximately 160? long, belt driven, 15? rollers with 3.5? center; Overall height: 31.5? and to the rollers only 27?. Width of conveyor outside edge to outside edge: 1?-6.5?; Infeed End Type: square end. Discharge End Type: square end. Any guards shall be painted safety yellow. Outer top sides of conveyor frames shall be rounded to prevent injury to employees. All existing conveyors will be removed by the vendor and palletized. NDC will provide a means of disposal. Installation: Installation must be completed by Mid-October 2006. Installation will be performed during normal business hours agreed upon by the NDC and the vendor. No overtime hours will be authorized. NDC will provide forklift trucks and labor to unload the conveyors from the delivery truck. Electrical: Existing wiring will be used. Existing wiring will be used to wire motors on the conveyor. All DC devices shall be pulled open in shielded cable. All high voltage and AC items shall be pulled in pipe. The Government will conduct a site visit on Tuesday, July 25, 2006, 1:00 p.m., CST at the Internal Revenue Service (IRS) CADC, 2402 E. Empire, Bloomington, IL 61799. There is a limit of two representatives per company. All vendor representatives interested in attending the site visit should email Lachon Langham, Contract Specialist, by 3:00 p.m., CST on Friday, July 21, 2006 with each attendee?s name, title and phone number. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.204-7, Central Contractor Registration; 52.212-1, Instructions to Offerors?Commercial Items: 52.212-2, Evaluation?Commercial Items; 52.212-2 Paragraph (a) insert, ?The Government intends to award a Firm Fixed price order. The Government will award to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, technical, past performance and price. Technically acceptable proposal must show the offeror can meet the technical requirements. For past performance evaluation, the offeror must provide at least three references for contracts and/or purchase orders of similar services within the past three (3) years. Price will be evaluated based upon competition, current commercial market prices and information supplied in the offer. Each reference must include customer?s name and address, contact person, project name, date of performance, telephone number and contract value for each reference. 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions?Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items.
