Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations for a High Speed Dynamometer in accordance with the following specifications: Dynamometer Specification for ?Gear Windage Test Rig, SW-7 ERB? Requirements for Eddy-current Dynamometer Speed: 22,000 RPM Torque: Programmable for ramp and constant torque 14 Nm at 20,000 rpm 29 Nm at 10,000 rpm 100 Nm at 2,800 rpm Maintain constant 14 NM and lower constant settings over speed range Program: Shall be programmable/repeatable to simulate and repeat ?same? loads Inertia: 0.019 lb-ft-s2 or less Resistance: 9.0 in-lb torque drag or lower Operation: Unit must be capable of bi-directional operation Readouts: Unit must provide read out and signal for torque and speed Geometry: Base of unit must be no larger than 11.0 x 19.0 inches Necessary to fit within test rig geometry Governed by existing shaft centerline of ?research gearbox? Coolant must attach on left (as viewed from input shaft end) Calibration: Must have provisions for calibration via ?dead load? static weights Cooling: Water cooled Other: Unit shall not require external lubrication system Unit shall be self contained with respect to operation and readout The provisions and clauses in the RFQ are those in effect through FAC 01-05. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334514 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44136 is required within 10 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items described above are due by 12:00 noon 08/02/06 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml If the end products offered are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-5 (FEB 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items are applicable. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Nancy Shumaker not later than 07/31/06. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as Delivery, Maintenance, etc. shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
