- The Social Security Administration (SSA) is seeking existing qualified community based health care providers capable of providing a variety of consultative examinations related to claimant disability cases pending before the Agency. Such cases involve issues under Title II, Disability and Title XVI, Supplemental Security Income, of the Social Security Act, as amended. Consultative examinations may include physical or mental examinations and/or ancillary tests and laboratory studies (for example, pulmonary function studies, psychological tests, x-rays, or blood studies). The purpose of providing consultative examinations, ancillary tests and laboratory studies is to provide SSA with the additional medical evidence required to complete the adjudication of a claim for disability benefits under either Title II or Title XVI. As appropriate, any available relevant claimant medical background information will be provided as part of the request for examination. To be considered ?qualified? an existing community based health care provider must meet the following minimum qualifications: A) Employ or contract physicians representing multiple medical specialties qualified to perform physical and mental evaluations. Each specialty must be capable of providing at least five physicians. Or, employ or contract physicians representing one specific specialty qualified to perform physical or mental evaluations. The one specific specialty provider must be capable of providing at least ten physicians; B) Have a facility or facilities that is/are properly equipped, maintained according to local health department standards and is/are ADA compliant; C) Have an infrastructure that supports electronic dissemination of medical information under secure conditions; D) Have a corporate and management structure that can support the oversight and administration of a contract to provide physical and mental consultative examinations according to SSA Disability Service Improvement guidelines and procedures. For more information on SSA?s Disability Service Improvement process, see the Federal Register (Vol 71, Number 62, March 31, 2006), pp. 16423-16462; E) Able to provide responsive service by conducting examinations within 21 to 30 days of request; F) Ideally, the facility or combination of facilities should be able to support a large geographic area where public transportation is available; and G) The scope of this coverage would be the SSA Boston Region which consists of the states of Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut and Vermont but one source would not be expected to provide coverage for the entire region. Persons under your employ or contract who may provide the examinations should possess the following individual qualifications: A) All personnel performing work under this contract would need to undergo a suitability clearance/background check; B) All physicians would have to submit proof of licensing and board certification to perform under this contract; C) All medical support personnel would be required to submit proof of professional credentials, certificates and training necessary to work under the contract; D) An experienced project manager would be required to oversee and administer the contract and serve as a contact point for SSA on administrative issues; and E) All personnel working under the contract would be subject to confidentiality of claimant information and may be required to sign a non-disclosure agreement. The process SSA envisions would be: (1) to have SSA contact the provider regarding scheduling a consultative examination and electronically provide the request details along with relevant background information, (2) the medical source would provide scheduling information and conduct a consultative examination within 21 to 30 days, and (3) the medical source would electronically transmit the results of the examination and/or tests back to SSA. After acceptance of a complete report, SSA would reimburse the source for services requested and rendered. In some cases it may be necessary to fax information to the source, in which case the source?s fax machines would need to be located in a secure area where any transmitted data would be protected. SSA has no objection if the primary source wishes to include affiliated facilities to serve as sub-contractors to broaden the geographic coverage area, although any sub-contractors would be subject to the same rules, regulations, requirements and policies as the primary source.
