Description
The U. S. Coast Guard Civil Engineering Unit Juneau plans to issue a Request for Quotation for the procurement of services to design and provide a new power distribution system and remote monitoring and control system for the AC power generating system located at U.S. Coast Guard Remote Site at Potato Point, Alaska. Services include investigation, design, construction, programing, testing, transport, installation and commissioning a new main power distribution switchboard and control system capable of being locally and remotely operated and monitored. The monitoring and control system shall be designed to be compatible with that currently installed at the Coast Guard Light Station at Cape Hinchinbrook, Alaska and U.S. Coast Guard Marine Safety Unit (MSU) Valdez, Alaska. The existing Cape Hinchinbrook monitoring and control system consists of a SCADA system with the main control and monitoring computer console located at the MSU located in Valdez, Alaska. The existing electrical system at Potato Point is powered by three 22 KW three-phase station generators and a local electro-mechanical generator control system. The existing electrical system is provided with minimal remote monitoring and limited remote control using a SCADA system. Services at Potato Point include replacement of the generator control switchboard, main station distribution panel and providing a new programmable controller and SCADA system for generator control and monitoring. In order to have a standardized system that is compatible with the existing system at Cape Hinchinbrook that is monitored and controlled in the USCG Marine Safety Unit in Valdez, Alaska, the new control system must be RS View with Allen Bradley hardware and software manufactured by Rockwell Automation. Related services include upgrading fuel system monitoring and connecting to SCADA system, installation of a 10KW UPS and development of an annual testing and certification program. All services shall be provided and completed before May 4, 2007. The proposed contract action is for services the Government intends to acquire as a commercial service item using FAR Part 12 and FAR Part 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The NAICS Code 335313 is assigned. The size standard is 750 employees. All qualified responsible small businesses may submit a quote, which shall be considered by the agency. This solicitation will not be issued in paper form. Telephone requests will not be accepted. Solicitation document may be accessed for download from the Federal Business Opportunities (FedBizOpps) website beginning on the date of issue (estimated to be on or about 20 July 2006) at the following site: http://www.fedbizopps.gov. Any amendments issued to the solicitation will be posted on this website. Prospective quoters are responsible for checking the website for amendments up to the date and time quotes are due. The technical data package (specifications and drawings) will only be available through a link in FedBizOpps to the Federal Technical Data Solution (FedTeDS) website. Firms must be currently registered in the Central Contractor Registration (CCR) database and FedTeDS database to be able to access the technical data package. A planholders list will not be available for this project from CEU-Juneau. Vendors are encouraged to register their interest by entering their information in the Interested Vendors List for this solicitation in FedBizOpps.
