- Edwards AFB, 95 CONS/PKC is seeking to obtain small business vendors to satisfy the following requirement: 1. Publication Contents a. For consideration of the mutual promises of, and mutual benefits derived by, the parties hereto, this contract is made and entered into by and between the contracting officer, Edwards Air Force Base, and (publisher’s name, address) herein after referred to as the publisher. b. This contract provides for the publisher to produce a base guide, a map, a telephone directory and a CD-ROM (the CD-ROM contains the guide, map and video elements) to be known as the “Edwards Air Force Base Guide,” “Edwards Air Force Base Map,” “Edwards Telephone Directory” and “Edwards Base Guide CD;” civilian enterprise products published to provide Air Force people information about the Air Force Flight Test Center mission; command, installation and community services available; local geography and history; and related information. This publication is subject to the requirements of the current editions of Department of Defense Instruction 5120.4, Air Force Instruction 35-101, and the regulations and instructions incorporated therein by references, and to the conditions and agreements as contained herein. c. The publisher agrees to use the name “Edwards Air Force Base Guide,” “Edwards Air Force Base Map,” “Edwards Telephone Directory” and “Edwards Base Guide CD,” which are owned by the Government, and no other name, on the guide, map, telephone directory or CD during the life of the contract, unless directed otherwise by the installation commander. The publisher further agrees not to contest ownership by the Government of the foregoing name or to make any use directly or indirectly of that name or a name confusingly similar to that name on any publication it may independently produce. d. The publisher agrees to provide in the installation guide a minimum of, but not limited to, 64 pages, or the equivalent, which shall be devoted exclusively to editorial copy and photo art about the installation and command. These pages do not include pages used for advertising. e. The masthead of each issue shall carry the following disclaimer in type not smaller than six point: (1) “Published by (name of publisher), a private firm in no way connected with the U.S. Air Force, under exclusive written contract with the Air Force Flight Test Center (AFFTC). This civilian enterprise Air Force guide (or map, telephone directory and CD) is an authorized publication for members of the U.S. military services. Contents of the Edwards Air Force Base Guide, Map, Telephone Directory and CD are not necessarily the official views of, or endorsed by, the U.S. Government, DoD, or the Department of the Air Force.” (2) “The appearance of advertising in this publication, including inserts or supplements, does not constitute endorsement by DoD, the Department of the Air Force, or (civilian publisher) of the products or services advertised.” (3) “Everything advertised in this publication shall be made available for purchase, use or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other nonmerit factor of the purchaser, user or patron.” (4) “Editorial content is edited, prepared and provided by the Public Affairs office of Edwards Air Force Base. All photographs are Air Force photographs unless otherwise indicated.” f. The masthead may contain the names and editorial titles of military and civilian members assigned the duty of preparing the publication’s content. If used, the names and titles shall be listed in a section of the masthead entitled “Edwards Air Force Base Editorial Staff.” g. Editorial content pertaining to the guide shall be based on the information prepared and submitted by the Public Affairs office of “Edwards Air Force Base Editorial Staff.” 2. Public Affairs Requirements. The Public Affairs office shall: a. Furnish or approve all editorial materials, headlines, cut lines, photographs and line art for use in the publication. The Public Affairs office assumes responsibility for the security and accuracy of the content provided. b. Guarantee first publication and distribution rights of the editorial content in the publication. c. Oversee design and layout of editorial content and may specify advertising layout to enhance communications effectiveness of the guide. d. Review advertisements prior to publication to identify any that are contrary to law, DoD or Air Force directives. e. Be responsible for final proofreading of all material, checking for accuracy and security of content. 3. Publisher Requirements. The publisher shall: a. Comply with provisions of the latest DoD Instructions 5120.4, AFI 35-101 and the provisions and requirements as contained herein. Copies of instructions may be obtained through the base contracting office. b. Use only the editorial material, photographs and art provided or approved by the Public Affairs office. c. Furnish the Public Affairs office printed galley proofs of all editorial copy to be used in the publication(s) not later than 80 days before products are printed/produced. d. Furnish the Public Affairs printed galley proofs of all advertising to be used in the publication(s) not later than 30 days before products are printed/produced. e. For final approval furnish Public Affairs printed proofs of the entire guide, gatefold map, telephone directory and CD no later than 20 days before products are printed/produced. f. Be responsible for the makeup of each page, subject to the approval of the Public Affairs office. g. Solicit all advertising. Publisher shall submit a written request to the Public Affairs office for a Letter of Introduction and Authorization to solicit advertisement prior to start of campaign. The publisher shall not make copies of these documents. These documents will be mailed or sent by 2nd day or overnight delivery to the publisher from Public Affairs. The publisher shall notify advertisers of the requirements in paragraph 1.e. (1), (2), (3) and (4) above. h. Coordinate with the Public Affairs Office on the following specifications: 1) 3,000 printed guides that will include a minimum of, but not limited to, 64 pages of full-color editorial and photographic content; a glossy fold-out map (size approximate 15.5” x 11” with contents identical to the gatefold maps mentioned below), a full-color page of perforated post-cards that feature the exact cover of the base guide (on heavier card stock) and an advertisement section. The EAFB Guide will be paperback, slick cover, no larger than 8 ¼” x 10 ¾”, a minimum of 80 pound high gloss cover stock, option of ultra violet protective coating, booklet format. Inside editorial pages will be at least 70 pounds paper stock and of a glossy, slick consistency. Color screens may be required on certain pages. Typeface style and spacing will be determined by Public Affairs in coordination with the publisher. There will be two additional perforated pages for Hometown News Release forms and a feedback form. 2) 4,500 telephone directory books that will include the EAFB phone directory (sections included are: general information, organizational listing, alpha-organizational listing and personnel section to be provided by Public Affairs) and an advertisement section. The telephone directory will have front and back covers identical to the before mentioned base guide. The telephone directory shall also contain a foldout base map identical to the one in the before mentioned base guide. 3) 100 VIP base guides that will include only the editorial section without an advertisement section. The VIP guides will have front and back covers and editorial and photo content identical to the before mentioned base guide. 4) 8,000 full-color gatefold maps on glossy paper. The size of the EAFB Map will be 36” x 24” open (9” x 4” folded). All graphics to be used in the map shall conform to those in the base guide. The map will include the following areas: Edwards AFB on one side with Lancaster, Palmdale, Quartz Hill, California City, Mojave, Rosamond, North Edwards, Boron and a vicinity map on the other side. The maps shall list significant areas such as hospitals, schools, parks, shopping centers and so forth. The map shall provide a legend of accurate distance and reflect true proportions. The publisher will confirm all buildings upon award of contract and will remain current as to the status of new building construction. 5) 25,000 flat base maps. These shall be same base map used as the folded base map in the before mentioned guide and telephone directory and may contain the same advertising on the backside. These maps shall be provided on a tear-off pad. 6) 2,000 CD-ROM disks that will contain the full base guide and base map in PDF format as well as video content provided by Public Affairs. The publisher shall provide a navigational menu on the CD-ROM. The disk cover shall be identical to the cover of the before mentioned base guide. The name of the publisher may only appear on the back of the cover in a font size no larger than 12 points. The publisher shall provide a full-working demo copy to Public Affairs not later than 20 days before disks/covers are printed/produced. 7) 2 Hardbound editions. i. Provide the Public Affairs office the base map and guide covers with actual colors for approval prior to final printing. j. The publisher shall submit a proposed production schedule for the products to the Public Affairs office and contracting officer for approval not later than two weeks after the contract award and thereafter four months prior to the beginning of each year’s production for the life of the contract. Deviation from the schedule, contract terms and conditions shall be submitted in writing to the contracting officer for approval prior to incorporating any change. k. As needed, provide writing, editorial support and photographs for the editorial section pertaining to the local communities surrounding EAFB. All content must be approved by the Public Affairs office. l. Use only the editorial material, photographs and art provided by and/or approved by the Public Affairs office. m. Be responsible for the makeup of each page, subject to the Public Affairs office approval. n. Use full color photographs throughout the base guide unless they are historic black and white photos used in the history. The cover of the base guide shall be a full color design unless specified differently by Public Affairs. The folded base map will feature a full color (same colors) replica of the photo or artwork used on the cover of the guide and telephone directory. o. The Public Affairs office may choose to attend the Press Check before guide products are printed. At least a week’s notice is required. p. The publications mentioned above are subject to the requirements of the current DoD Instructions 5120.4 and Air Force Instructions 35-101. q The publisher shall not make distribution outside the intended audience of Edwards Air Force Base. The publisher may provide a copy of the Edwards Air Force Base guide and map to an advertiser whose advertisement is carried therein. The telephone directory and CD-ROMs may not be distributed by anyone but Edwards Air Force Base. 4. Advertising a. Neither the publisher nor his or her representatives shall solicit advertisements in the name of Edwards Air Force Base or the Department of the Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing or accepting payment for advertisements. b. The publisher shall not accept for publication advertisements that are worded or phrased to give the reader the impressions the Department of the Air Force in any way endorses, guarantees or sponsors any product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other nonmerit factor of the purchaser, user or patron shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the publisher shall refuse to print advertising from that source until the violation is corrected. c. The publisher shall not enter into exclusive advertising agreements with any firm, broker or individual. d. No civilian enterprise comic or feature supplements shall be distributed with this publication. e. The publisher’s sales team shall not ask the Public Affairs office to sponsor them onto Edwards Air Force Base without proper advanced coordination. f. The front cover and the inside of the front cover of the base guide, VIP guide and the telephone directory shall not have advertising and will contain information determined by the Public Affairs office. 5. Cost a. All proceeds from the sale of advertisements for these Edwards Air Force Base products belong to the publisher, who agrees to use such advertising sales for all publishing costs. There is no cost to the government for these products. b. The published copies of the Edwards Air Force Base guide, maps, telephone directory and CD-ROM become the property of the Department of the Air Force upon delivery at Edwards Air Force Base. 7. Contract Terms a. This contract, unless sooner terminated as herein provided, shall run for a period of up to one year commencing on (award date). This contract may be extended by mutual agreement on a one-year basis for a period not to exceed a total of four years. The first issue of the Edwards Air Force Base guide, map, telephone directory and CD-ROM pursuant to this contract shall be delivered to EAFB on (date). Options 1) The Government may extend the term of this contract on a one-year basis for a total period (basic and options) not to exceed four years by written notice to the contractor at least 30 days prior to the expiration of the contract; provided that the Government shall give the contractor a preliminary written notice of its intent to exercise the option at least 60 days before the contract expires. The preliminary notice does not commit the Government to exercise the option. 2) Exercise of the option is the exclusive right of the Government. If the Government exercises this option, the extended contract shall be considered to include this option change. 3) The total duration of this contract, including the exercise of any options under this clause, shall not exceed four years. b. This contract may be terminated by the contracting officer prior to its expiration whenever the products and services to be provided by the publisher here under fail to comply with the provisions hereof, and publisher, after written notice from the contracting officer of such failure, fails to correct same within a time. Edwards Air Force Base shall not be obligated to renew this contract. c. The contracting officer, by written notice, may also terminate the contract, in whole or in part, at the convenience of the Government in the event the Government no longer requires this service, or when it is in the Government’s interest, such as with installation closures. Any such termination shall be at no cost to the Government. The Government will use its best effort to mitigate financial hardship on the publisher. d. Default Clause (1) The Government may, by written notice of default to the contractor, terminate this contract in whole or in part, if the contractor fails to: (a) Deliver the products in the quantities required or to perform the services within the time specified in this contractor or any extension; (b) Make progress, so as to endanger performance of this contract; (c) Perform any of the contract clauses of this contract. (2) If the Government terminates this contract in whole or in part, it may acquire, under the terms and in the manner the contracting officer considers appropriate, supplies or services similar to those terminated. However, the contractor shall continue the work not terminated. (3) The rights and remedies of the Government in this clause are in addition to any other rights and remedies provided by law or under this contract.
