- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. This acquisition being procured using full and open competition. All interested quoters shall provide a quote for: Line Item 0001, One (1) Optical Diagnostic (PIV/PLIF) High Power Ultrasound Transducer Characterization System: The system shall meet all the following required specifications: 1. System to include 2D PIV measurements and PLIF measurements. 2. 12 bit CCD PIV/PLIF camera with 1648 X 1214 pixel resolution, 1 GB on board memory, 2 stage Peltier cooling with 110 ns minimum interframe time, and CamLink data interface with data transfer speed of 300 Mbytes/s or 2400 MBits/s. 3. Lens, filter, and image doubler: 532 narrow bandpass filter and 60 mm macro F2.8 lens with C mount. Camera lens filter set for PLIF concentration/temperature mapping for Rhodamine B, 6G, and WT dyes. Image doubler-visible for double imaging of same field of view on one CCD array. 4. Electronics: A. Programmable timing unit with 16 output channels, 3 input channels (trigger in, image capture start/stop with 10 ns resolution. B. System computer: dual processor PC including 2 x P4 processors (2.8 GHz, 1 Gb RAM, 300 GB Hard disk, read/write DVD, 19 “ flat screen monitor, Windows XP Professional and DaViz or equivalent software, /CamLink camera interface, PTU installation and testing. 5. Software: A. DaViz software package (USB port dongle) or equivalent 32 bit software for image acquisitions and processing, control of all hardware components, macro programming language (open source). B. 2D PIV software package with cross and auto correlation image processing algorithms with high spatial resolution, second order correlation, deformed window correlation and multi-pass correlation. C. PLIF Analysis software package for clear solid hydrogel phantoms, liquids, and gasses. Basic tools for PLIF imaging such as light sheet correction, background subtraction, and non-uniform illumination correction. D. Calibrated Concentration/Temperature PLIF Analysis Software Package with conversion of camera signal to physical concentration and/or temperature according to measured calibration function. E. PLIF Analysis Software Package for light absorption with algorithms for correcting for light energy absorption through the medium. 6. Laser, light sheet and safety glasses A. ND:YAG Dual Cavity Pulsed laser – New Wave Research Solo III 15, 2 x 50 mJ/pulse @ 532 nm, 15 Hz pulse rate or equivalent. B. Adjustable light sheet optics for 532 nm with sheet waist (300 micron) focal length infinitely adjustable between 300-2000 mm with optics capable of handling 50 mJ/pulse energy. C. Laser safety goggles for ND:YAG lasers 7. Particulate and Fluorescence Seeding A. Hollow glass spheres with mean particle diameter of 10 microns and s.g. = 1.05 B. Rhodamine 6G fluorescent dye in powder form (1 gm) C. Rhodamine B fluorescent dye in powder form (1 gm) 8. Installation and training by onsite representative Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor’s commercial schedule. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.
