- QUESTIONS AND ANSWERS REGARDING THIS SOLICITATION: General: Question: Is this package of deliverables a new product or a program that has been created in prior years? If a similar package was created in prior years, can the contractor obtain a copy for review before the Quotation is due? Answer: This is a new program. Partial packages created in the past will not be provided as new ideas and technology are being sought. CLIN 0002: Question: How many photography days should be anticipated? Answer: The number of days depends on the scope of the project, which will be determined as stated in CLIN 0001 when the contractor meets with the NIST technical point of contact and their designees to discuss the scope and breadth of the photo shoot. Question: How many “printed” photographs are required? Answer: Printed photographs may not be necessary, digital format may be suitable, the form and number will be determined by the scope of the project. CLIN 0003: Question: What is the length of the speech? How many speeches? Answer: Length of speeches range from 5 minutes to 90 minutes. The number of speeches is dependent on the program area and can range from 0-8 in a particular program. Question: How many drafts and revisions should be anticipated? What is the approval chain—just the speaker or multiple levels? Answer: Drafts and revisions are made between the contractor and the speaker. The number of drafts and revisions is dependent on the capability of the contractor to capture the essence of the topic. Question: Is speaker training to be included in the quote? If yes, does this include videotaped training and critique? Answer: Training is not requested. CLIN 0004: Question: Is this a new PowerPoint presentation, with a completely new topic, or should the contractor anticipate expanding upon the prior year presentation Answer: New PowerPoint presentations. Question: Does this PowerPoint presentation support CLIN 0003? Answer: The PowerPoint presentation will support CLIN 0003 and on other occasions, the PowerPoint will be its own product. Question: How many slides? Answer: The length, scope, breadth is dependent upon the result of meeting/discussion of the contractor with the presenter to determine the topic. Question: Video and audio clips: Question: What is the total running time? Answer: The running time of the audio clip is dependent on the time allocated to the specific PowerPoint presentation, the topic and what point the audio clip is trying to achieve. Question: Are any of the clips to be provided or are they all contractor created? Answer: Clips will not be provided. Question: If the contractor creates these clips, how many days of videography should be anticipated? Are stock music and backgrounds to be used in the clips? Answer: The contractor may decide to create audio clips vs finding stock clips, the specifics of their creation and their legality of use is on the contractor. CLIN 0005: For each program area: Question: How many articles, pamphlets, displays, etc. Answer: This is a new program with no prior references to the number of articles, pamphlets, displays needed to promote activities. The number needed will be dependent upon discussion between the contractor and the technical point of contact. Question: 2, 3 or 4 color? Answer: Color selection is cost dependent and the number of colors selected will be determined by the cost estimate offered by the NIST print shop. This cost is borne by NIST and not the contractor. Question: What is the size of the individual article, pamphlets, displays, buttons, etc? dimensions, number of pages, etc. Answer: This is a new program with no prior references to the size appropriate to promote activities. The size will be dependent upon discussion between the contractor, the technical point of contact and the cost to NIST. Question: Are these documents general to the NIST program areas or specific to the speech (CLIN 0003) and PowerPoint (CLIN 0004) above? Answer: The articles, pamphlets and displays will address generalities of the program as well as specifics. Question: Since no quantities are listed, should the contractor assume the printing/duplicating cost is outside of this contract? Answer: Yes CLIN 0006: Question: What is the size of the Accomplishment Book? Answer: The Accomplishment book is 8.5 inches x 11 inches. Question: Number of pages? Answer: The accomplishment book will be approximately 50 pages Question: 2, 3 or 4 color? Answer: The cover of the book shall be full color, the interior pages shall be black and white, including any photographs. Question: Are the new photographs those obtained in CLIN 0002 or in other photography days? Answer: Photographs for the accomplishment book will be from CLIN0002, from additional photograph shoots or from contractor’s existing stock. Question: What are the levels of NIST review on this product? Answer: There will be eight levels of review. Question: Is the contractor required to obtain quotes from the NIST print shop or will this be done by NIST? Answer: The contractor will obtain quotes from the NIST print shop. -------------------------- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2006-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $6.5M. This requirement is a small business set-aside. The U. S. Department of Commerce (DOC), The National Institute of Standards and Technology (NIST) has a requirement for management of publication activities related to speeches, Microsoft PowerPoint packages, promotional designs, achievement books, and web pages for the Office of Law Enforcement Standards (OLES) Group at NIST, Gaithersburg, MD. THE CONTRACT LINE ITEM NUMBERS (CLIN’S) FOR THIS SOLICITATION ARE AS FOLLOWS: CLIN 0001: Contractor performance and completion of SOW Task 1; Quantity: 1; Unit: Job. CLIN 0002: Contractor performance and completion of SOW Task 2; Quantity: 1; Unit: Job. CLIN 0003: Contractor performance and completion of SOW Task 3; Quantity: 1; Unit: Job. CLIN 0004: Contractor performance and completion of SOW Task4; Quantity: 1; Unit: Job. CLIN 0005: Contractor performance and completion of SOW Task 5; Quantity: 1; Unit: Job. CLIN 0006: Contractor performance and completion of SOW Task 6; Quantity: 1; Unit: Job. CLIN 0007: Contractor performance and completion of SOW Task 7; Quantity: 1; Unit: Job. STATEMENT OF WORK (SOW): Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Electronics and Electrical Engineering Laboratory (EEEL), Office of Law Enforcement Standards (OLES) requires a contractor to develop; creative speeches, innovative Microsoft PowerPoint packages, formulate promotional documents and create an informational web presence while recognizant of law enforcement needs and requirements. Scope of Work: The requirement of this SOW is for management of publication activities related to speeches, Microsoft PowerPoint packages, promotional designs, achievement books and web pages. The expected outcomes are: 1) face-to-face or phone contact with the OLES staff or other NIST personnel to discuss photography opportunities; 2) professionally finished photos or digital photographs clearly depicting the targeted subject; 3) scripted speeches detailing the activities of the Office of Law Enforcement Standards on a whole or on a subcategory level; 4) professionally created Microsoft PowerPoint presentations that are relevant to OLES topics, utilize photographs capturing OLES activites, and that demonstrate expansive use of the Microsoft PowerPoint software program; 5) to generate creative/unique handouts depicting OLES activities and accomplishments; 6) to formulate, design and layout the bi-annual OLES “technical accomplishment book”; and 7) to provide expertise on a webpage design that is innovative and unique yet reflects OLES activities. Specific Tasks: Task 1: The Contractor shall meet with the NIST technical point of contact/order contact (POC/OC) and their designees to discuss the scope and breadth of the photo shoot. This requires the Contractor to discuss with the individual requesting the photograph, the individuals to be captured in the photograph and the appropriate NIST personnel (e.g., NIST Public and Business Affairs Office) if locations or devices on the NIST campus are to be included. Task 2: The Contractor shall evaluate location, people and devices on the NIST campus depicting OLES activities for photography opportunities. The Contractor shall photograph the location, people and devices using high resolution digital format suitable for insertion into PowerPoint presentations or for hard copy displays. This shall include the use of Photoshop, CD’s, quality print paper for hard copy and delivery to OLES. Task 3: The Contractor shall meet with the technical POC/OC and their designees to discuss the scope and breadth of the required speech. This activity shall include but not be limited to; researching the topic, understanding the characteristics of the receiving audience, and the end goal. The Contractor shall provide a speech such as; 16 font, blue font color and cueing markers. The Contractor shall establish a time-line reflecting meeting dates for draft discussion, revisions and final delivery. Task 4: The Contractor shall develop Microsoft PowerPoint presentations that not only inspire the audience but demand total attention to the selected topic. The Contractor shall research the topic, utilize the Internet to gather appropriate photos, utilize NIST photos, utilize private photo collections and utilize applicable attributes of the Powerpoint software program. The Contractor shall incorporate applicable graphic/video/audio clips when available and/or appropriate. The Contractor shall establish a time-line reflecting meeting dates for draft discussion, revisions and final delivery. Time shall be provided by the Contractor upon delivery for the “testing” of the presentation by the recipient to ensure compatibility with applicable laptop/desktop. Task 5: The Contractor shall develop articles, pamphlets and displays that are suitable for distributing at conferences, symposiums and workshops. Obtaining cost estimates for the use of colors, weight of paper, and inclusions of photographs shall be conducted through the NIST print shop. The contractor will schedule this meeting directly with the NIST print shop. These pieces of advertising media will provide a quick view of OLES capabilities and achievements. The Contractor shall schedule a face-to-face meeting with the technical POC/OC and their designees to obtain information on each of the six different program areas, evaluate topics that would best advertise the program area and discuss final layouts. Task 6: The Contractor shall manage the formulation, design and layout of the bi-annual OLES “technical accomplishment book. This shall include obtaining new photographs to depict text content, creating a cover page and proofing formatted text and figures. This requires the Contractor to contact OLES personnel and the other appropriate Electronics and Electrical Engineering (EEEL) points-of-contact for product review. The Contractor shall establish a time-line reflecting meeting dates for draft discussion, revisions and final delivery. Task 7: The Contractor shall develop webpage designs for incorporation into the Office of Law Enforcement Standards website to include the following: title of the office, address, director’s name, phone and email contact information, three to four sentence brief of the office’s objective, the six program areas each with their own drop down menus listing program manager, main research topic headings, and publications. Deliverables: Task 1: An agenda prior to the slated photo shoot, to include; names of the OLES/NIST staff involved, their respective date and time for discussing the photo shoot, and a description of the scope of the photo shoot. Phone contact can be considered a deliverable and will be reflected in place of a face-to-face on the agenda. Documentation from the NIST Public and Business Affairs Office shall be obtained regarding the photography of identified locations/devices on the NIST campus. Task 2: Photographs shall be digital, high resolution (at least 300 dpi for color and at least 20 bpi for black and white) in a size suitable for insertion into PowerPoint presentations or for generation of glossy/flat prints ranging from 3x5 to 8x10. All photo stock shall be on a labeled CD accompanied by a directory of the photographs contained on the respective CD. Step-by-step instructions on how to open and insert the photograph files into a Powerpoint program shall accompany the CD. Exact copies of all photo stock shall be maintained by the contractor for ready access per OLES assignments. Task 3: The finished speech shall be in a hardcopy form as well as an electronic version in Word format. The electronic version can be on CD, DVD or thumb drive per instructions by the recipient. The hardcopy shall be formatted in a font size larger than 14point, at a minimum double spacing, single sided and stapled or clipped at the upper left-hand corner. Task 4: A presentation in Microsoft PowerPoint shall be provided on CD, DVD or thumb drive per instructions by the recipient. All programs required to activate applicable graphic/video/audio clips which are part of the Microsoft PowerPoint presentation shall be provided on the respective CD, DVD or thumb drive. The final Microsoft PowerPoint presentation will be compatible with versions of Microsoft PowerPoint software (2000, 2003) utilized by the OLES/NIST recipient. Task 5: The deliverable shall take any form as determined appropriate to obtain the required results. The deliverable may be a news article, tri-fold pamphlet, a poster, “campaign” buttons or any other form suitable to display OLES work and accomplishments. Task 6: An “accomplishment” book that meets the EEEL management’s requirement as set by past accomplishment books and conform (if applicable) to any specified changes for 2007 by EEEL management and evaluated by the NIST technical POC/OC will be the final deliverable. Task 7: Home page layout/design shall be delivered electronically or hardcopy detailing the vision for the OLES website. Additional layouts/designs shall be provided separately for each “drop-down” page that requires updating. Period of Performance: Period of performance for the purchase order will be one year from date of purchase order acceptance by Contractor. Work Location/Government-Furnished Property: The tasks shall be performed both at NIST, Gaithersburg, MD and at the Contractor’s location. If necessary, the Government will furnish adequate work space and equipment in order to accomplish the tasks. The HSPD-12 risk level is low. Access will be limited to email and local networks. Performance Requirements Summary: Desired Output: Speeches, presentations and effective media displays that depict the current and future status of the Office of Law Enforcement Standards, documentation on the compliance to NIST policy of the media displays, a published technical accomplishment book and layout designs suitable for uploading to the web. Required Service: Documentation shall address the requirements as stated in the tasks above. Performance Standard: 95% accuracy of the documentation. Monitoring Method: All documentation will be reviewed by the Technical POC/OC for acceptability. Quotations must be received at those email addresses no later than 5:00:00 p.m. Eastern Time on July 10, 2006. FAXED QUOTATIONS WILL NOT BE ACCEPTED. NOTE: The terms and conditions that will be included in the resultant purchase order will be FAR clause 52.212-4 and FAR clause 52.212-5, with the appropriate subparagraphs as noted in this RFQ also applying. No other terms and conditions will apply to the purchase order. EVALUATION FACTORS FOR AWARD: The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -Quality of Proposed Technical Approach for satisfying solicitation requirements. -Quality of work performed in similar contracts as based on Past Performance information obtained by the Government. -Qualifications of proposed Key Personnel: Demonstrated experience and or education in the fields of law enforcement, forensic science, and department of homeland security needs will be afforded an appropriate evaluation credit. - Price The non-price evaluation factors are more important than price.
