- The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with First Data Government to provide technical support, software warranty and maintenance for the NWS?s Interactive Voice-Remote Observation Collection System (IV-ROCS) located in the NWS Southern Region Headquarters, Fort Worth, TX. The following support services are required: A. Software Warranty and Maintenance Support: 1. All programming ?bug fixes.? 2. All IV-ROCS application software fixes and patches/updates to all programs in the base system. Patch/update support includes modifications to baseline IV-ROCS application programming caused by software patches/updates. 3. Remote Software Support through a virtual private network. 4. All professional voice recordings. Contractor shall provide all voice recordings and editing of the IV-ROCS system. 5. 4-hour incident response time starting from the time of submission. 6. Database maintenance and/or support include patches, updates, and performance modifications. B. IVR Technical Support: 1. Toll free Help Desk available from 8:00 a.m. Central Time to 5:00 p.m. Central Time, Monday through Friday to report system problems and assistance in the use of the IV-ROCS application software. 2. Incident Report documentation via e-mail. 3. 4-hour IV-ROCS application problem response time. 4. 24/7 Hotline for catastrophic failure assistance and repair. 5. Technical staff shall be made available upon requested when working on the following issues: a. Troubleshooting involving the telecommunication company (Verizon Business) b. Troubleshooting chronic (over 15 days) application software failures and ?bugs? The period of performance is intended to be in twelve month increments. The initial award will be for one year with 4 option years. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). Based on the market research conducted, First Data Government Solutions is the only company that is authorized to support TelepathTM systems, and no competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
