- The National Institutes of Health (NIH) Fogarty International Center intends to procure services of Trustees of Columbia University to produce definitive technical publications to inform national level and global level health policy-making, on the basis of extensive analytical work and consultations with technical experts and policy-makers from around the world. The scope of work for this contract will be: Assisting in the scientific planning and organization of assigned Disease Control Priorities in Developing Countries (DCPP) events tied to malaria and other infections: conferences, seminars, authors? meetings, and editors? meetings. Specific required tasks are: Researching, preparing, and assembling background information on meeting topics; Attending selected meetings; Disseminating post-meeting reports and other relevant information; and Carrying out needed follow-up work. Assisting DCP editors and authors in the preparation of selected articles following from the new edition of DCP, by providing information, sharing information across authors and editors, answering questions from authors, and referring authors and editors to resources persons and institutions. Coordination will be required with the FIC-based Managing Editor (Joel Breman) and with the technical project manager, executive assistant and other (DCPP) and Communicating Health Priorities (CHP) project staff. Compiling, analyzing, and reporting on economic, epidemiological, and other data; Conceiving, designing, and coordinating and/or implementing research projects, under the guidance and with the approval of the Managing Editor. Additional required support for DCPP, including: Assist with arrangements for DCPP events; Liaison with authors and the publisher; Assist DCPP staff, as needed. The Earth Institute at Columbia University is uniquely qualified to provide the required services. Dr. Jeffrey Sachs, Director of the Earth Institute, has been substantively involved with DCPP since its inception and the scope of work for this contract offers an unparalleled opportunity for institutional collaboration. The scope of work requires an unusual combination of skills, including academic training and/or professional experience in international public health; familiarity, on the basis of personal experience, with malaria ecology and epidemiology, and health and general living conditions in developing countries. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-06-942 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ.
