- Sources Sought Air Combat Command Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to procure an Reduced Oxygen Breathing Device 2 (ROBD2) suitable for use in training USAF aircrew in hypoxia recognition and recovery. The word suitable implies a device that can rapidly achieve and consistently maintain the desired simulated altitude at low cost when mass-produced, be portable, durable, reliable, and simple to operate and maintain, has low man-hour and monetary maintenance requirements and replicates appropriate hypoxia recovery functions of current AF aircraft oxygen systems. The AF requires two additional improvements from the contractor that when properly implemented, will meet the primary program objective. These improvements are: Upon activation, the 100% Oxygen Dump switch will deliver 100% Oxygen at a positive pressure of 5.0 inches of water pressure to the aircrew mask. This positive pressure function replicates the pressure demand regulator features found in USAF aircraft and provides not only quicker hypoxia recovery but also important feedback to the aircrew member on regulator function and for troubleshooting Oxygen regulator failure. At no time shall the ROBD be capable of delivering more than 96% Nitrogen to the aircrew mask. This safety feature will protect the student or operator from accidentally receiving hazardous levels of Nitrogen gas while the ROBD is in operation. The government expects to make an award on or about 15 Sep 06, with a delivery of 12 ? 18 weeks after receipt of order. This acquisition will be issued as a Request For Proposal (RFP) on or about 15 Aug 06. Draft Statement of Work (SOW) will be posted with the RFP. Interested parties should review these documents and provide any comments via e-mail to this office. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available. The applicable North American Industry Classification System (NAICS) is 334513. The government seeks industry input to determine if this acquisition should be a total set-aside under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Interested small businesses who are certified and qualified as a small business concern in NAICS 334513 are encouraged to respond and submit their notification to this office NLT COB on 2 Aug 06. Responding small business may later be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirement.
