- CONSTRUCT TANKER TRUCK OFF-LOAD FACILITY, BAGRAM AIRFIELD, AFGHANISTAN, SOLICITATION NUMBER W912ER-06-R-0024, DUE 15 September 2006, POC: Linda W. Whitacre, 540-665-4077. This announcement is for the purpose of soliciting construction firms or joint ventures interested in the below-described project. The estimated cost of this project is between $10M and $25M. PROJECT SCOPE: 1.1.1 Tanker Truck Off-load Facility (TTOF) Complex. This area includes a six-point JP-8 fuel off-load site, two-25,000 gal lon JP-8 drop tanks, a TTOF admin facility with emergency power, associated pavement and supporting utilities to the TTOF complex as required in the contract documents. 1.1.2 Fuel Transfer Pipeline. This is approximately 900 m of JP-8 fuel transfer pipel ine connecting the TTOF complex and the South Tank Farm and associated supporting utilities as required in the contract documents. 1.1.3 South Tank Farm. This area includes two-420,000 gallon JP-8 fuel cut and cover fuel receipt tanks, a four-point JP-8 truck fill stand, a one-point JP-8 fuel truck off load facility, a JP-8 filter building with emergency power, associated pavement and associated supporting utilities located in the south tank farm as required in the contract documents. The contractor shal l comply with host country prescribed laws, policies and procedures for performance of services. This can be accomplished via use of Joint Venture. CONTRACT PROCEDURES: The construction contract will follow the tentative milestone schedule which is (1) I ssue RFP 4 August 2006, (2) Receive proposals 15 September 2006, (3) Award contract 29 September 2006. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. Type of contract shall be a Firm Fixed-Price construction contract with only one award on an All Or None basis. This is an electronic issued solicitation. The Government shall furnish two (2 ) copies of the CD-ROM containing the specifications and plans to prospective offerors at no charge. The official solicitation is found on the CD-ROM. Paper copies of the solicitation and additional copies of the CD-ROMs are not available. The Request for Proposal will only be released to qualified firms interested in submitting a proposal. Copies will not be released to plan rooms.
