- This requirement is in support of the Naval Undersea Warfare Center, Division Keyport. The solicitation number for this requirement issued as a request for proposal is N00253-06-R-0020. The NUWC Keyport has a requirement for the following non-commercial items: manufacture of the Low Rate Initial Production (LRIP) quantity of 25 EA and a follow-on production quantity of 32 EA MK 54 Universal REXTORPs in accordance with drawing 7607832 and the associated sub-assembly documentation as listed in the enclosed attachment. In addition to the 57 EA MK 54 Universal REXTORP All-up-Round (AUR) units this procurement will also include the manufacture of the following MK 54 UREXTORP spare shell sections: MK 54 UREXTORP Nose, drawing 7607838 - 2EA; Forebody Fwd Machining & Weldment, drawing 7607843 - 6 EA; Forebody Aft, drawing 7607865 - 6 EA ?in accordance with NAVSEA drawings and detailed specifications*. The applicable NAICS code for this requirement is 332993 and has a size standard of 1500 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. The solicitation will be available for download on or around 11 August 2006. Contractors shall ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). A bidders list will not be maintained by this office, no paper copies of these RFP/amendments will be mailed. After downloading the solicitation, firms interested in submitting quotes must complete DD Form 2345, Military Critical Technical Data Agreement. The RFP (request for proposal) will be posted electronically on the NECO and FED BIZ OPPS websites. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to burrism@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences! problems downloading the RFP from the websites. RFP (solicitation pac kage) is posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Any questions or requests for drawings should be submitted in writing via fax at (360) 396-7036 or e-mailed to burrism@kpt.nuwc.navy.mil After downloading the solicitation, firms interested in submitting quotes must: (1) complete the pricing, (2) complete all representations and certifications found in the solicitation. *The following drawings referenced in CLINS 0001 through 0010 are Arms Export Controlled: drawing 7607832 and all associated drawings and specifications provided. Only vendors that are registered with the DOD, Joint Certification Program and provide a completed DD Form 2345, Military Critical Technical Data Agreement are eligible to receive copies of the drawings. The Export Controlled Drawings will be provided under separate cover in accordance with the requirements stated in ?Instructions for Obtaining Export-Controlled Technical Data? and completion of Form DD 2345, Military Critical Technical Data Agreement.
