AG-0281-S-06-0047, White Pine Cone Collection at the Coeur d?Alene Nursery is amended as follows: Contract time is changed from 12 calendar days to 12 work days. Notes from the 7/20/2006 site visit are attached. Aram Eramian COR, Coeur d?Alene Nursery cell phone number (208) 659-8057 Nancy Traner CO, IPNF Supervisor?s Officer A copy of the FBO combined synopsis/solicitation with Terms and Conditions, Offeror?s Representation and Certifications, and the wage determination was provided to attendees. The following items were discussed: Contract time is changed from 12 calendar days to 12 WORK DAYS. We viewed the cone shed where cones will be delivered and inspected and bushels measured. The contract can have a crew working at a couple of tables in the cone shed to clean cones. We are looking for cones to be 90-95% clean. We usually see about 90 cones per bushel. If the cones are large, 80 cones per bushel. Government will provide burlap bags. No tagging is required. If the contractor is paying individual collectors based on the quantity they collect, those quantities need to be monitored by the contractor. Wheeled vehicles, and self propelled lifts can be used in the orchard. There are no vehicle restrictions. The Forest Service will remove irrigation pipes and mow the grass in the seed orchard prior to the start of work. Contractor will be required to pick all trees clean, including old cones, bug infested cones, etc. Unacceptable cones may be tossed to the ground and picked up later by the Contractor. Payment for removal of the unacceptable cones and clean up of the orchard is incidental to the other work. Woody debris, old cones, etc may be deposited in the burn pile. Trash may be placed in the 6 CY dumpster located by the greenhouse complex. Contractor will be charged for excessive damage to trees -- $50. per tree for broken limbs in the crown of the tree, and $100 per tree for scrapes that remove bark from the bole of the tree. Contractor may encounter bee nests. The Contractor may elect to not pick a tree if there is a large bee nest in it. The COR may be able to remove/treat the nest in the evening or in the early morning, or the contractor can treat the nest. The White Pine plantation was planted in 1971 or 1972. There are approximately 1000 live trees to be picked. Historically we?ve collected between 1000 and 2100 bushels per year from the orchard. The trees were topped about 3 years ago. Everything is reachable with a 40 foot lift. Work has typically started around 8/10 annually. The Government will conduct a ripeness test before issuing the Notice to Proceed to make sure the seed is mature. Previously the Nursery did the work with 4 lift machines each having 1 operator and 2 pickers. The COR thought 1 operator and 1 picker per machinewould work better. Possible local sources for lift trucks are: H&E Equipment of Coeur d?Alene, ID; and Star Rental of Spokane, WA. Work is allowed from 7:00 a.m. to 4:00 p.m. Monday through Friday. Collected cones shall not be dropped from the trees, but need to be lowered gently to the ground. Tree Improvement has 5 trees within the orchard that they will pick. These trees will be flagged by the Government. If the Contractor elects to climb the trees, a rappel ring or similar set up is required in order to avoid damaging the trees.,. /s/ Nancy H.
