- The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services within Detroit, MI, defined as follows: The contractor shall be located within three city blocks or reasonable walking distance identified by the location where the federal offenders are housed. Local bus transportation that provides direct service for the drug abuse treatment services for male and female Federal offenders is acceptable. The location of the housing facility is 8201 Sylvester, Detroit, MI. 48214. Performance periods under this contract will be for a one-year base period to begin on October 1, 2006 with two (2) one-year option periods, with service ending (if all options years are renewed) on September 30, 2009. The services required for this contract include a Base Year, Option Year One, and Option Year Two, respectively. Base Year: Estimated number of inmates 16: Intake Assessments (one per inmate) for 16 inmates = 16 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit),17 units (per inmate)x 16 = 272 units; Group Counseling Sessions (30 minutes = 1 unit) 70 units (per inmate) x 16 = 1120 Mental Health Intake assessment and report (one assessment and report per inmate) = 1 Assessment and Report; Medication Monitoring 2 units per inmate for 2 inmates = 4 units. Option Year One: Estimated Number of Inmates 18: Intake assessment (one per inmate) for 18 inmates = 18 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 17 units (per inmate) x 18 = 306 units; Group Counseling Sessions (30 minutes = 1 unit) 70 units (per inmate) x 18 = 1260 units; Mental Health Intake Assessment and Report (one assessment and report per inmate =0ne assessment and report; Medication Monitoring 2 units per inmate for 2 inmates = 4 units. Option Year Two: Estimated Number of inmates 20: Intake Assessments ( one per inmate ) for 20 inmates = 20 assessments; Individual Counseling Sessions (30 minutes =one unit) 1 unit (per inmate) x 20 = 20 assessments; Group Counseling Sessions (30 minutes per one unit) 70 units (per inmate) x 20 = 1400; Mental Health Intake Assessment and Report (one Assessment and Report per inmate) = one Assessment and Report; Medication Monitoring two units per inmate for two inmates = 4. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated October 2005. The request for quotation will be available on or after August 11,2006 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. The estimated closing date is on or about September 1, 2006. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is 100% set-aside for small business concerns. The BOP anticipates awarding a firm-fixed price contract. All responsible small business concerns may submit a quote which will be considered by this agency.
