Description: Services consist of providing all labor, equipment, transportation, materials, license, permits, and supervision necessary to operate and manage the solid Waste Transfer Station, Material Handling Area, the transportation of sludge and grit commodity recycling and organic waste recycling. The NAICS code is 562111 with a size standard of 11.5 Million dollars for a small business. The contract will be for a base plus four 1 year option year periods with an effective date of 1 October 2006. The period of performance will be from 1 October 2006 to 30 September 2007 (base year) with option years commencing 1 October 2007, 2008, 2009 and 2010. This will be an unrestricted Best Value procurement and as a minimum both Small Business, Small Disadvantaged Busine ss participation and past performance will be evaluated. A sub contracting plan to include small business participation will also be required if the awardee is not a small business. Evaluation factors shall also include relevant past performance for the la st three years and competent ability to accomplish the work described. All companies/vendors/contractors (as applicable) must be registered in CCR www.ccr.gov and complete ORCA certification www.bpn.gov/ orca. The solicitation will be issued on or about 8 August 2006 and will remain open for 30 calendars days with a tentative closing date of 7 September 2006.
