- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF; specifications will be available in Adobe PDF format; drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Proposed Issue Date is on/or about July 31, 2006. NAICS Code: 236220, Size Standard $31.0 Million. Estimated Range is: $1,000,000 - $2,000,000 The National Park Service has a requirement to Repair/Rehabilitate the Great Falls Visitor Center and Facilities which is an historic structure located adjacent to the Potomac River in Potomac, MD. It is a standard wood framed structure. At the site, there are adjacent buildings, including a comfort station and boiler house. The site includes a brick paver system around the building and a large asphalt parking area. The work of this project includes demolition of much of the existing parking area, site work, including removal of the brick paver system, construction of a new 1,200 SF comfort station, installation of new mechanical systems in the boiler house, new piping from the boiler house to the Tavern, new HVAC work in the Tavern, electrical upgrades to the Tavern, installation of a new fire/smoke detection system and alarm, reconstruction of two existing wood framed porches, regarding and a new exposed aggregate concrete patio around the Tavern exterior, regarding, landscaping, a small amount of repointing of historic masonry walls, and placement of a new asphalt pavement parking area. The work of this project consists of and the prospective Contractor shall demonstrate experience in the following: - Demolition and replacement of roadway/parking asphalt paving - Site grading and related site work - Installation of new mechanical and electrical service in an existing, historic building including new piping, HVAC, boiler installation and related hot and cold water piping and electrical lines and patching of damaged areas caused by this new work - Light commercial construction for a new CMU and wood framed comfort station - Plumbing - Installation of fire detection system in an existing, historic building - Concrete flat work, specifically placement of a large exposed aggregate concrete slab on grade - Carpentry / architectural finish work - Repointing of historic masonry - Other miscellaneous work. All work will be performed under a single contract. Type of Procurement: A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and will then select the contractor whose proposal represents the best value to the government. Construction cost for this project is estimated to be in the range of $1,000,000 to $2,000,000. Time for completion will be approximately 270 calendar days. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive offerors.
