- If any 8(a), Hubzone or Service Disabled Veteran can perform this work, provide notification to the Contracting Officer within five (5) days of this announcement. Notification must include technical qualifications sufficient to perform the below stated requirements. In addition, include demonstrated experience in developing seismic data acquisition and analysis systems. If there is no response from any of the above mentioned concerns no further notice will be released and the solicitation will be issued as a 100% Small Business Set-Aside. The U.S. Geological Survey (USGS), Central Geologic Hazards Team, Advanced National Seismic Network (ANSS) Project is working towards improving the completeness, reliability, and timeliness of seismic information available from the National Earthquake Information Center (NEIC), which acts as the national operation center for the ANSS Program. This information serves earthquake hazard responders, public officials, the media, the seismological research and earthquake engineerng communities, and the general public. The ANSS project is an integrated effort including the extension and maintenane of the real-time ANSS national backbone seismograph network (formerly the U.S. National Seismograph Network); This effort requires custom real-time programming of the field processors (at the stations) and interface software at cooperating data centers, handling telemetry on satellite and terrestrial links under TCP/IP protocols, and acquiring, processing, managing, archiving, and distributing data at the NEIC. This task is significantly complicated by the fact that a variety of different types of stations (using different types of data acquisition systems) are received in real-time either directly or mediated by a variety of data center hardware and software and received over various private and public wide area computer networks. The contractor works independently on systems that are very complex to analyze, plan, program, and operate. Participates in all phases of planning, system design, prototyping, development, testing, documentation, and software maintenance. Develops general data management and scientific/engineering analysis applications and real-time data acquisition and process control applications. Develops, supports and interfaces with highly specialized real-time field data acquisition software. Participates in the monitoring and maintenance of applications and systems software to ensure maximum up time of existing and newly developed software in an active operational environment. Provides limited system support including hardware fault recovery and the installation of new layered systems software packages. All work will be performed on existing government owned equipment, including Compaq Alpha computers running under the Open VMS operating system, DEC LSI-11 computers running under the RT-11 operating system, Motorola 68000 VME Bus based systems running under the OS-9 operating system, Sun computers running under the Solaris (UNIX) operating system, and Intel based PCs running under the Windows XP and Windows 2003 operating systems. Security background investigation will be required. All work will be done at the NEIC within 130-160 hours per month, beginning on the date of award (est. to be o/a September 25, 2006), and shall continue through twelve months with four one-year option periods. Note that in case of a rare emergency involving significant loss of irreplaceable data, the monitoring and maintenance activity requires that the contractor shall, upon notification by the Government of an emergency situation within the contractor's area of responsibility, immediately begin work to resolve the crisis by means of patches, work-arounds, etc. on a 24-hour/day, 7-day/week basis.
