- NOTE: THIS IS A PRE-SOLICITATION NOTICE TO REACTIVATE THE PREVIOUSLY RELEASED ANNOUNCEMENT, N40083-06-R-4010. The estimated solicitation release date is on or about Aug 8, 2006 and estimated proposal due date is on or about Sept 15, 2006. This solicitation is an 8(a)set-aside. NAVFAC Mid-West requires all labor, management, supervision, tools, material, and equipment required to perform Armed and unarmed Security Guard Operations at Naval Station Great Lakes, located in Great Lakes, IL, Millington Naval Support Center, Millington, TN; and NAVSEA's Large Cavitational Channel (LCC) in Memphis, TN. The work includes but is not limited to manning watch standing posts, providing entry control point services (guard gates), performing identification checks, performing vehicle inspections, performing roving guard services that monitor facilities, and providing Explosive detection dogs. The contract will be issued as a combination Firm-Fixed Price/Indefinite Quantity type contract. The Period of Performance is for a nine month base period with four one-year option periods, along with the possibility of five additional award option, which may be exercised if the contractors performance warrants. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The North American Industry Classification System (NAICS) Code is 561612 with a size standard of $17,000,000.00. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or about August 8, 2006. Proposal due date should be on or about Sept 15, 2006. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
