- REQUEST-FOR-QUOTATION IS TO BE ISSUED COMPETITIVELY ON AN UNRESTRICTED BASIS RATHER THAN ON A SOLE SOURCE BASIS. The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to procure on an unrestricted basis services to develop and conduct a career transition program that is specifically designed to meet the unique needs and concerns of retiring U.S. Navy and Marine Corps flag and general officers. The level of instruction shall be appropriate for senior executives and shall thoroughly prepare participants to successfully enter the civilian labor market. Services are being procured for the Bureau of Navy Personnel (BUPERS), Washington, DC. The resultant contract is anticipated to commence 1 Nov 06 through 31 Oct 07 and consist of four (4) twelve (12) month option periods for a total performance period of 60 months, if all options are exercised. A firm fixed price contract is anticipated. The instant acquisition shall be conducted using the test procedures at FAR Subpart 13.5. The applicable North American Industry Classification System (NAICS) Code is 611430. The solicitation will be made available electronically upon its release, which is anticipated on or about 15 Aug 06 at the NECO web address: www.neco.navy.mil. Interested parties may download the RFQ from the NECO website and are solely responsible for monitoring the above-mentioned website for posting. See note: 22. Quoters shall be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. In addition, quoters are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a quotation.
