- This is a combined market survey and notice of the Government's intent to negotiate a Sole Source contract, in accordance with FAR 6.302-1, with Blackbird Technologies, Inc., 13900 Lincoln Park Drive, Suite 220, Herndon, VA 20171- 3254, for the procurement of technical training, support services and on-site technical support services for tagging, tracking and locating (TTL) devices. The scope of training support includes customizing, present and dynamically updating a Program of Instruction (POI) on the use of the TTL devices. The POI will provide for fifteen days of training that covers: An overview of the TTL mission, systems, and techniques Training in operation and maintenance of the TTL devices, including the common laptop software and communications links. Instructing personnel in proper mission planning and appropriate training, tactics and procedures. Operational exercise scenarios to demonstrate real-world operation of the systems. Pre-course preparation prior to the commencement of each course will include as a minimum: Travel planning and travel to the training location Coordination with host activities and survey of actual sites and training venues Preparation of student material, including COR approved POI modifications Coordination of rental cars and/or use of government vehicles Configuration and testing of the TTL equipment Coordination of use of any supplemental instruction aides Coordination of security requirements Operational exercise planning and rehearsal A Time and Material Indefinte Delivery Indefinite Quantity type contract with a one year base period and two one year option periods is anticipated. The NAICS Code is 611519 and the applicable size standard is $6.5 Million. NO SOLICITATION WILL BE MADE AVAILABLE AS A RESULT OF THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any firm that believes it can meet these requirements may give written notification to the individual identified below. Supporting evidence to include appropriate documentation, literature and references must be furnished in sufficient detail to demonstrate the high level of proficiency required to comply with the exact requirements shown above. This documentation shall include: contract numbers, contract types, dollar value for each contract referenced, summary of work performed as well as a customer point of contact, including phone number, for relevant work performed during the past five years that substantiates the ability to meet this requirement. It shall also include the physical characteristics and specifications of the item to be evaluated. The data submitted shall be limited to no more than five (5) pages. Any response to this announcement must be received no later than 14:00 EST 08 August 2006. All responses will be evaluated; however, a determination by the Government not to compete the proposed action is solely within the discretion of the Government.
