- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1019-631505 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular NA. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. BRAND NAME JUSTIFICATION: The Hewlett Packard DL360 Server, Hewlett Packard DL380 Server, Hewlett Packard Integrated Monitor, Mouse, and Keyboard, Hewlett Packard KVM Switch, Hewlett Packard KVM Cat5 Cable, and Hewlett Packard KVM Cat5 Interface Adapters have been identified as key components of the Department’s networking system. Use of third party equipment which has not been tested by the Department nor been proven in field use may result in equipment conflicts, increase the complexity of integration, and may not be compatible with the classified and unclassified network. To ensure compatibility with existing network components in the field, the DL360 Servers, DL 380 Servers, Integrated Monitor, Mouse, Keyboard, KVM Switch, and KVM Interface Adapters must be a Hewlett Packard unit and provided by a Hewlett Packard reseller. IRM/SMART has identified the equipment listed in paragraph two (2) as key components of the Department’s messaging system. Use of third party equipment which has not been tested by the Department nor been proven in field use may result in equipment conflicts, increase the complexity of integration, and may not be compatible with the classified and unclassified network. The Hewlett Packard DL 360 Server, Hewlett Packard DL380 Server, Hewlett Packard Integrated Monitor, Mouse, Keyboard, Hewlett Packard KVM Switch, Hewlett Packard Cat5 KVM Cable, and Hewlett Packard KVM Interface Adapters have undergone testing, assessment, and evaluation for network compatibility and received final approval from the Department of State IT Configuration Control Board.
