Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The 18th Contracting Squadron at Kadena AB, Okinawa Japan intends to award a purchase order for specialized training services for tactical urban combat trainingt. This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) and will be based on competitive quotes. The North American Industry Classification System (NAICS) code is 928110. The Solicitation Number F2HHA46087A100 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This acquisition is a Sole Source Requirement. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors ? Commercial (January 2006), 52.212-2, Evaluation -- Commercial Items (January 1999), 52.212-3 Offeror Representations and Certifications-Commercial items (March 2005), Offeror Representations and Certification, Commercial Items (June 2005) and 52.212-4, Contract Terms and Conditions ? Commercial (September 2005), applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3 (March 2005) Requirement is as follows: DESCRIPTION OF SERVICES 1.1. Scope of Work Contractor shall provide a 14-day course package from 3-16 August 2006 for a minimum of twelve and maximum of eighteen 320th Special Tactics (320 STS) personnel consisting of the following: -Tactical M-9 pistol training (3 days) -Tactical M-4 carbine training (3 days) -Live fire vehicle immediate action drills (1 day) -Tactical live tissue medical training (1 day) -Advanced urban warfare and close quarters battle (6 days) 1.2. Special Qualifications Instructors shall have extensive tactical knowledge and practical experience in urban close quarters combat, M-9/M-4 weapons, tactical medicine, sniper/observer operations, and tactical vehicle convoy operations/formations. Instructors shall be familiar with DoD special operations forces capabilities and have prior experience instructing Air Force, Army, and Navy special operations forces. 1.3. Specific Tasks 1.3.1. 3 days of tactical M-9 pistol training Include dynamic, physically demanding scenarios, focusing on safe, efficient, and effective pistol employment from 0-50 meters under varying conditions against multiple threats. Focus on shooting from cover, shooting while moving, and employ multiple steel target configurations for shooter feedback. 1.3.2. 3 days of tactical M-4 carbine training Include dynamic, physically demanding scenarios, focusing on safe, efficient, and effective carbine employment from 0-300 meters under varying conditions against multiple threats. Focus on shooting from cover, shooting while moving, and employ multiple steel target configurations for shooter feedback. 1.3.3. 1 day of live fire vehicle immediate action drills Conduct day and night vehicle convoy immediate action drills under force on force conditions. Stress and enforce team communication and mission planning throughout training scenarios. 1.3.4. 1 day of live tissue medical training Conduct 16 hours of hands on medical training with live tissue and moulage scenarios. Begin with static medical training scenarios and progress to day and night force on force combat medical scenarios with simunition training. Medical training must be U.S. Government compliant. Contractor shall provide all live tissue, medical supplies, equipment, and disposal. 1.3.5. 6 days of advanced urban warfare and close quarters battle training 1.3.6. Contractor shall provide for each student all munitions required for the courses, to include at a minimum, but not limited to: 3500 Rounds 115 grain 9mm ammunition 3000 Rounds 62 grain 5.56 ammunition 50 Flashbang trainers 20 Smoke grenades, various colors 150 Green chemlights 1.3.7. Contractor shall provide the following facilities for the duration of training. 1.3.7.1 Minimum 6000 square foot shoot house that allows 360 degree engagement. Shoot house will be covered, lighted, and contain see-through catwalk for observation of training. It shall have an accessible classroom facility for academic instruction. 1.3.7.2 Minimum 50,000 square foot live-fire urban warfare facility that allows 360 degree engagement. Urban facility shall have static helicopter platform for fast-rope insertion training, and crashed helicopter hulks for Combat Search and Rescue training. Facility shall have elevated platform to observe training. 1.3.7.3 Multiple flat ranges that employ steel targets. 1.3.7.4 Armory to store all weapons and munitions. Shall be Department of Defense certified to store weapons. 1.3.7.5 Latrine facilities with toilets, sinks, and showers. 1.3.7.6 U.S. Government licensed and certified live tissue lab. 1.3.7.7 Target vehicle hulks for live fire training, to include set up, environmental vehicle preparation, and vehicle disposal. SECTION II. SERVICE DELIVERY SUMMARY Section II, Service Delivery Summary does not apply to this requirement. SECTION III. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.1. FACILITIES. 320 STS shall arrange lodging, meals, airline transportation, and local transportation for its personnel. 3.2. EQUIPMENT. 320 STS shall provide M-4 carbines, M-9 pistols, magazines, simunition conversion kits, simunition magazines, red chemlights, blue chemlights, and IR chemlights. 320 STS shall provide 1500 Rounds of 9mm Simunition FX/DMC ammunition per person. Offerors quotation must be good through 7 July 2006.
