- This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ42-06 is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small-Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 334516. The USDA National Swine Research and Information Center, Ames, Iowa, has a requirement to purchase an Automated Liquid Handling System: CAS-1200 Liquid Handling System with PC (Corbett part numbers 1200, 1141, and 1779) or EQUAL (1 each) ) SPECIFICATIONS FOR AUTOMATED LIQUID HANDLING SYSTEM: 1) Dedicated liquid handling workstation specifically designed for PCR and qPCR applications, 2)Small footprint [19.5" Wide x 23" Deep x 15.5" High (49 x 58 x 39 cm)]3)System controlled by laptop or desktop PC via serial RS-232 connection, 4)Table Capacity 8 position deck: 1 position for standard master mix block, 1 position for standard reagent block, 6 positions on deck for any combination of tip racks or plate: 96 or 384 well, 5)Must allow for pipetting into non-standard formats: 0.1ml 72 position block for Rotor-Gene 3000 Real-Time PCR System, glass capillaries for Roche Light Cycler, Cepheid Smart Cycler tubes, Roche COBAS system and at least 60 other preset plate definition files, 6)Single channel pipetting head with 5 percent c.v. at 2 ul, 3percent c.v. at 5 ul, and 1 percent c.v. at 10 ul and above, 7)Pipettor designed with helical lead screw allowing for minimal dead air volume, 8)The dead air volume must be adjustable within the software, 9)Robot must have auto height calibration function to set Z height, 10)Volume: 1 ul to 200 ul, 11)Pipettor must have multi-eject function for repeat pipetting, 12)Pipette Tips: Can use both standard and conductive tips, Conductive tips minimize sample carryover on outside surface of tip, uses 50 ul or 200 ul tips, 13)Liquid level sensing down to 5 ??l total volume through the use of conductive tips, 14)Integrated cover to protect pipetting arm during operation and facilitate a controlled and shielded environment, 15)Interlock on integrated cover to prevent operation when opened, 16)UV light integrated into integrated cover, 17)HEPA filter system to provide clean, filtered air with positive pressure, 18)Tube racks must be made of aluminum and removable for cleaning, storage and refrigeration, 19)Software: Programmable for set-up of PCR and qPCR assays, Software calculates automatic standard curve dilution series with creation varied from 1:2 to 1:10 fold dilution, pipet tip re-use option in software, Import and export of sample information using CSV or tab separated file format, Software must support virtual mode to program and simulate runs on a remote PC, Software must be easily upgradeable, free of charge, without any licensing fees associated, Site license for software to install on remote PC, Software must generate a diagnostic email report and bundle relevant files for technical assistance with a single mouse click, Software must be able to support multiple applications such as ELISA set up and master to daughter plate sample transfers, 20)Electrical Requirements: 100-120Vac at 4Amps (max) (50/60Hz), and 21)Accessories included: 4X Tip rack holder, 4X Loading plates, 2X Master mix loading blocks, Reagent block, Controlling laptop PC, 14 racks of 96 count 50 ul conductive filtered tips, 6 racks of 96 count 200 ul conductive filtered tips. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6 and 52.225-13. The above FAR clauses may be viewed in full text at www.acquisition.gov. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before August 7, 2006. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Governments functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is August 10, 2006. All responsible sources may submit a quotation which shall be considered by the Agency.
