Description
USCG SECTOR KEY WEST DISTANCE LEARING CENTER. SERVICE TO BE PROVIDED FROM 09/27/06 THRU 09/26/07. ANY QUESTIONS ARE TO BE DIRECTED TO CWO David Burns, (305) 292-8787, david.m.burns@USCG.MIL Performance Work Statement USCG Sector Key West Distance Learning Center (DLC) & Station Marathon/Station Islamorada Satellite Distance Learning Centers Description Sector Key West request that the Contractor provide all personnel, tools, materials, Remote Management Service (RMS) to include all aspects of monitoring the off-the-shelf workstation, all network devices including all firewalls, intrusion detection devices, supervision for delivery, installation and configuration of six (06) off-the-shelf computer workstations for Sector Key West and two (02) each for the satellite DLC?s at Station Marathon and Station Islamorada, into a stand-alone secure network capable of providing internet and intranet access to public and USCG educational system infrastructures. System management and capabilities to include software installation, updates, configuration and management, remote management, preventive maintenance, user authentication, E-mail interface, DLC user/email account setup and configuration, intrusion detection monitoring and content filtering for the Sector Key West, Station Marathon and Station Islamorada USCG DLC?s. In the event that system failures cannot be repaired via RMS, the contractor will provide/dispatch a technician within an appropriate/designated time frame negotiated with the respective Coast Guard contact, e.g. Sector Key West Educations Service Officer (ESO), Station Marathon Officer-of-Day (OOD), or Station Islamorada OOD. Contractor will also provide the administrative/technical support for software/hardware licensing. Design, procure, install, program, monitor and commission a secure stand-alone network system totally separate from any Coast Guard Broadband intranet infrastructure. Each workstation will, as a minimum, have the following memory, speed and equipment capabilities 512 mb>, 2.4 Ghz. Each system will be standardized with Windows Office XP Professional and Microsoft Office XP software. Each workstation will be configured with anti-virus, firewall, intrusion detection monitoring and content filtering software. Each workstation will be outfitted with a video camera, CD-RW DVD capabilities and microphone/headset unit. 1.2 Network. Each workstation will be networked, creating a stand-alone network operating independently from the USCG network. The network and each workstation will be configured to prevent unauthorized access or theft, whether electronically or physically, at each DLC. The network and each workstation must be able to connect via Virtual Private Network (VPN) to the USCG?s A & C school infrastructure/systems along with private College/University systems, separate from the Coast Guard bandwidth infrastructure. The integrated network will operate from a wireless network via Asymmetric Digital Subscriber Line (ADSL), Digital Subscriber Line (DSL) and/or Wireless Fidelity Security (WiFiSec) mediums; the WiFiSec system will be encrypted to prevent unauthorized access. Firewall(s) will be established to prevent unauthorized access to the DLC. The system will operate with a minimum speed of 100Mbps LAN. 1.3 Server. Contractor shall provide and maintain an all host server and related software. Server shall include, as a minimum, the following: Windows software, Email software, trouble ticketing software, intrusion detection software, user authentication software, global management software, system management software with PUSH capability, web based user signup capability, and appropriate controllers to operate VPN, ADSL, DSL and WiFiSec. 1.4 Intrusion Detection Monitoring. Provide, install and monitor from a remote site a cyberspace intrusion detection system. When the RMS receives an alarm, the remote site will notify via telephone the Sector Key West ESO, Station Marathon OOD or Station Islamorada OOD within thirty (30) minutes. When activated, the remote site will disable the DLC within five (05) minutes. Once security has been obtained, the remote site will reactivate the DLC within thirty (30) minutes of receiving verification from the Sector Key West ESO, Station Marathon OOD or Station Islamorada OOD. Performance Work Statement (continued) 2.0 Maintenance Requirements. 2.1 Remote Management. The Contractor will conduct 24/7 Remote Management Service (RMS) for the workstations and all network devices for the Sector Key West, Station Marathon and Station Islamorada DLC?s. This system requires remote management support via outside, wireless access to the DLC network. This will allow ESO/USCG commands hands-off capability and only require that the ESO/OOD to notify the Contractor of new user names, trouble identifications or any additional requirements. Provide the following operational/maintenance activities: Daily Maintenance/Services: o Conduct workstation (User) Administration. o DLC user Email account setup and configuration. o Maintain Anti-Virus software to include updates and configuration. o Maintain Intrusion detection monitoring/Intrusion Prevention o Maintain Network health monitoring of DLC Network 7/24 using Simple Network Management Protocol (SNMP) via Asymmetric Digital Subscriber Line (ADSL) connection, Digital Subscriber Line (DSL) or WiFiSec to the Internet. o Maintain/upgrade network user configurations. o Maintain/upgrade network address translation tables. o Maintain/upgrade user authentication access tables in firewall. o Maintain/upgrade firewall port equipment/software update configurations. o Maintain denial of service control. o Maintain wireless access point configuration. o Dispatch service personnel for non-remote service/maintenance. o Rotate, every 8 hours, the Wireless Fidelity Security (WiFiSec) encryption. Monthly Maintenance/Services: o Removal of Internet temporary folders. o Removal of Internet cookies. o Scan the hard drive for ad-aware or spy-aware. o Hard drive defragmentation. o Maintain Software updates/upgrades and administration of such. Performance Work Statement (continued) Periodic Maintenance/Services/Upgrades: o MS Windows XP / MS Office XP updates and patches. o Maintain workstation software updates o Maintain system software updates and administration. o Maintain anti-virus software update and configuration. o Maintain content filtering software updates and configuration. o Maintain network firmware updates o Maintain firewall software updates. o Maintain wireless access point updates. o Maintain all software licenses. o Dispatch service personnel for non-remote capabilities, which fall under the preventative maintenance function. 2.2 Dispatch Service/Onsite Service. Provide dispatch service for problems unresolved via remote management capabilities. Dispatch service will be provided at a fixed labor rate plus travel expenses IAW Joint Federal Travel Regulations. 3.0 Administrative Requirements. 3.1 Contractor Representative. The contractor shall provide a system manager, named in writing, who shall be responsible for the performance of all work. The contractor shall provide the name, telephone number, e-mail address, and mailing address of the system manager to the Contracting Officer, USCG Sector Key West, FL and the Educational Services Officer (ESO), USCG Sector Key West, within 5 days of award of this contract. In the event the system manager is replaced, the contractor shall provide the same information immediately once known, and before a new system manager commences work under this contract. The system manager shall have full authority to act for the contractor, on a day-to-day basis, on all matters pertaining to the performance of this contract. 3.2 Coast Guard Representative.
