19 July 06 MEMORANDUM FOR Prospective Offerors FROM 99 CONS/LGCB 5865 SWAAB BLVD NELLIS AFB NV 89119 SUBJECT: Site Visit for F22A Tail Maintenance Stand 1. Bruce Grassano Container Research Dan Adams CVI Mark Riker CVI Thomas Spika PLI Fredrick L. Piclo PLI 2. The meeting was convened at the hanger where the F22A was located. Introductions and sign-ins were accomplished. Ms Banks explained that they could talk to the technical representatives, take measurements and ask questions; however, she encouraged the offerors hold most of their questions until we meet in a conference after the physical visit. 3. The physical viewing of the F22A was held in the painting booth where maintenance, etc. is conducted on the aircraft. This allowed the offerors to see the limited space and measurements where the maintenance stand will be utilized. The following areas were covered by the technical personnel at the viewing: a. The problem is getting the stand in from the side. The stand needs to come in from the side of the aircraft instead of from the back. b. The platform should be wide enough to cover the base from the bottom to the top. It should be about 124?. c. The tail slants and the stand need to conform to this difference. d. When there is no fuel and the engines have been removed the plane can stand about 15? higher. e. The government wants the platform to go low as possible so they can work underneath and also the top of the plane. f. Needs to be to be shorter than 139? when lowered so that it can be rolled away from the aircraft. g. It should not be any longer than 8? so it does not obstruct the door/exits. 4. During the meeting in the conference the following areas were covered: a. Don?t complicate the stand. Do not provide too many moving parts. The government is in the business to maintain aircraft not maintenance stands. Simple is good. Simple hydraulics. b. The base should be about 124?. Be careful of depth of the platform. A lot of tools are normally used when working on the plane and usually they are kept on the platform. There also needs to be room enough for at least two people to maneuver. c. The tail is canted 48?. d. Need stand to rise up and down be prefer that it is not powered. Durable but simple is preferred. Prefer manual lowering and lifting. e. Material is steel. Do not like aluminum because it is not sturdy enough. Current stands for the most part are green (forest/olive drab). f. Prefer closed/sold grates on the platform and stairs. This helps items from falling through to the ground. g. Air in the paint booth moves front to back not side to side. 5.
