RFQ; FFP; LINE ITEM 0001: STATEMENT OF WORK UNDERGROUND FUEL PIPELINE UTILITIES INVESTIGATION NAVAL AIR STATION NORTH ISLAND SAN DIEGO, CA 1.0 INTRODUCTION 1.1 LOCATION Work is to be performed at Naval Air Station North Island, San Diego CA. 1.2 DESCRIPTION The Naval Facilities Engineering Service Center (NFESC), Energy and Utilities Department is requesting an underground fuel pipeline mapping of two, JP-5, 10-inch pipelines; each pipeline is approximately 3.5 miles in length. NFESC is requesting this mapping as a result of inconclusive hydrostatic pressure tests on September 15, 2005 and September 16, 2005 under contract N47408-04-D-8503. The required hydrostatic pressure test was unsuccessful due to air trapped inside the pipelines. Venting the trapped air in the pipelines was not possible, because there are valve pits that can’t be located, valve handles in pits that are inoperable, and valve pit pipe risers with valves removed and capped. This investigation will MAP location and depth of each pipeline, location of vents, low point drains, and valve pits. The outcome of this investigation will determine the number and locations of vents required to successfully perform a hydrostatic test on each pipeline. 2.0 SCOPE 2.1 GENERAL The Contractor shall provide all necessary qualified personnel, equipment and materials to map the underground fuel pipelines and document findings. 2.2 PROJECT REQUIREMENTS Map the two 10-inch underground pipelines in AutoCAD, and provide labor to open valve pit covers and document findings. The AutoCAD drawings will be on CD and paper form. The drawings will identify, but not limited to, the location, slope and depth of each pipeline, and the appurtenances (valve pits, valves, riser vents, and low point riser drains). The current system has 15 manhole covers that are damaged or cannot be located. NFESC will be present to assess the internal piping and valves at those locations. 3.0 GOVERNMENT FURNISHED INFORMATION (GFI) The following information will be furnished to the Contractor with this Statement of Work. All GFI shall be returned at the completion of the project. 1. Prior to performing underground fuel pipeline utilities investigation, the Contractor shall prepare a Work Plan that the contractor will use to perform the work. The work plan shall include, but not limited to: • Scope of Work & Procedures • Work Schedule 5.3 DRAWINGS The drawings shall clearly illustrate the two pipelines configuration. Within 30 calendar days of project completion the two forms, CD and paper, of AutoCAD drawings shall be submitted to NFESC. 5.4 PERIOD OF PERFORMANCE The period of performance is 60 days after contract award.
