Description
The U.S. Department of Commerce, NOAA intends to award a purchase order to University of South Carolina Research Foundation, 901 Sumter Street, 5th Floor, Columbia, SC 29208 under the authority of FAR 6.302-1 through request for quotation number EA133C-06-RQ-0730. Only one responsible source is available to satisfy the agency requirement to provide scientific and technical expertise to develop methods to detect pathogens/microbes impacting human health and environmental epidemiological assessment techniques. The University of South Carolina have demonstrated microbiology experience with public health pathogens, laboratory equipment to culture, isolate, detect, and quantify levels of public health pathogens, experience in conducting environmental epidemiological analysis and surveys to discern environmental and human health effects from coastal ecosystem conditions. The University of South Carolina is also the only research facility within a 120 mile radius of the DDEHBR laboratory with the required laboratory and technical assessment tools required for the research. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 12:00 p.m., EST, 08/01/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
