Description
This procurement is set aside for Total Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a firm fixed price contract. The contract will cover the drydock repairs of NOAA Ship DELAWARE II. Provide all labor, material and equipment necessary to perform the following (including, but not limited to): Base Items - Drydocking and Routine Drydock work, Temporary Services, Sea Valve Overhaul and Test, Underwater Body Preservation, Underwater Hull Zinc Anode Renewal, Propulsion Shaft Inspection, ABS Special Periodical Survey, Steel Repairs, Hydraulic Piping Installation, Emergency Generator Exhaust Vent Renewal, IMO Ships Identification Number Installation, Transducer & Hydrophone Replacement, ET/SCS Lab Bench/Storage Upgrades, Radio Room Refurbishment, and Scanmar Hydrophone Piping Renewals, Option Items ? Winch Foundation Reinforcement, Deck Air Piping Installation, Transducer Installation, Gyro Replacement, and an estimated number of hours for Growth Work. The performance period is 36 calendar days, with an anticipated start date of November 16, 2006. Anticipated award date is October 16, 2006. One (1) site/inspection period is anticipated on 8/18/2006. Arrangements to attend the site visit shall be coordinated with the Port Engineer, Kenneth Marston at 508-495-2347. The DELAWARE II is 155 feet and 6 inches long and its home pier is in Woods Hole, Massachusetts. It is the NOAA?s intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement is being issued as a 100% Total Small Business set-aside in accordance with FAR 52.219-3. The NAIC code is 336611 and the small business size standard is 1,000 employees. The simplified acquisition will be issued as a best value Request for Quote (RFQ) evaluating past performance and price, on or about August 15, 2006 with quotes due on or about September 15, 2006. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments. The specification will be uploaded via www.eps.gov with the RFQ.
