- Description
- The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the Bose Corporation for a mechanical actuator. The mechanical actuator is intended to go into an incubator and must meet the following specifications: 1. 1 um displacement resolution or better 2. plus or minus 2.5 mm total displacement or more 3. Plus or minus 20 N Force capacity or more. 4. The actuator and associate cabling must have been tested in a production environment to work in a cell culture incubator with the associated environmental conditions. These include condensing humidity, temperature at 37 C, wipe down decontamination to allow for cell culture growth. 5. The actuator must be able to sustain 20N of peak to peak force at 20 Hz or better 6. The actuator geometry must be such that it can fit inside of a cylinder of 130 mm in diameter and 100 mm high. The built in displacement transducer must have 1. plus or minus 2.5 mm measurement range or more 2. 0.25 percent nonlinearity or better 3. Must be a non contacting transducer The Control System: 1. Must have 8 or more analog input channels 2. Must have 1 or more analog output signals 3. Must have remote emergency stop 4. PC based control software 5. Software must have a single screen operation 6. Have an integrated software system to perform mechanical testing and stimulation of materials 7. Function generation shall be fully integrated into the system control software and electronics with the capability to stop and start tests in automated mode through a computer. 8. The function generation shall be capable of generating and controlling wave shapes of haversine, square and ramp. 9. The control system must be programmable to allow for arbitrary wave forms and automated testing 10. The waveform frequency range shall be from 0.001 to 400 Hz. 11. The function generation will include mean, amplitude, and frequency adjustment. Mean and amplitude control loops for ensuring that the system operates to the desired mean and amplitude will be included. System Services: 1. The system shall be started and checkout by the vendor at the buyer?s facility. 2. The installation shall include on-site training on the use and operation of the system. 3. The system shall include a complete set of operation and maintenance manuals. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (under $100K). This notice is for information purposes only. No competitive solicitation is planned. Based on product research and the limited size configuration, Bose Corporation makes the only product to meet our critical specifications. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date will be August 14, 2006.
